Compensation - Management Services Department


Who We Are

The Compensation Division of the Management Services Department administers a variety of compensation policies and programs for state government.


Products and Services We Provide

Each year members of the Compensation Team conduct a salary survey of private- and public-sector employers in Oklahoma and surrounding states. The results of this survey are compiled into an Annual Compensation Report that is presented to the Governor and the legislative leadership in December. Biannually, the Team presents the recommendations contained in the Annual Compensation Report to the Compensation and Unclassified Positions Review Board, which consists of members appointed by the Governor, the President Pro Tempore of the Senate and the Speaker of the House of Representatives. The Board is responsible for making recommendations concerning state employee compensation and fringe benefits to the Governor and Legislative leadership.
In addition to the Annual Compensation Report, the Compensation Team completes special compensation studies and reports, including pay studies requested by state agencies. Biannually, the Team performs a compensation study of the Grand River Dam Authority (GRDA), the results of which are reported to the Governor, the legislative leadership, and the General Manager of the GRDA.
The Compensation Team also is responsible for providing interpretation and guidance related to statutes and rules concerning compensation and leave administration to include the Oklahoma Personnel Act, the Fair Labor Standards Act, the Family and Medical Leave Act, and Subchapters 7 and 15 of the Merit Rules of Personnel Administration (Title 530, Chapter 10 of the Oklahoma Administrative Code).

A major responsibility of the Team is the administration of the Job Content Review (JCR) process. JCR teams include state human resource professionals trained in evaluating jobs using the Hay Guide Chart Profile factoring system. Evaluations are based on the degree to which jobs reflect know-how, problem solving, and accountability factors. Based on the results of these evaluations, jobs are assigned to the appropriate pay band in the classified salary structure.

Other specific compensation functions include administering the pay band schedule for classified employees, as well as the state's longevity pay program.

Compensation Team members provide staff support to the State Agency Review Committee, which coordinates the State Charitable Contribution Campaign.
