As HCM Administrator, Lucinda Meltabarger oversees state human resources services, including workforce and organizational planning and development, employee benefits management, classification and compensation, applicant services and testing, personnel assessment, recruitment and retention, payroll, the state wellness program, training and development for state employees (classroom and e-learning), and shared business services for other contracted state agencies. In addition, she presents training as a consultant and adjunct professor in professional, personal, and management development for state and federal agencies and the private sector. She received her Bachelors and Masters degrees in Business Administration from Oklahoma City University.
Who We Are
The Office of the Administrator is comprised of Lucinda Meltabarger, Administrator; Matt Stewart, OMES Deputy General Counsel; and Anita Rhea, Executive Assistant to the Administrator.
As OMES Deputy General Counsel, Matt Stewart has lead responsibility for administrative rulemaking, serves as a resource for HCM staff on questions of law concerning the agency's functions, and advises HCM staff and other agencies on compliance with the Oklahoma Personnel Act, the Administrative Procedures Act, the Open Meetings Act, the Open Records Act, and other provisions of law. He is also responsible for delegation projects, which are governed by 530:10-1-30, et seq., of the Merit Rules, and the Annual Agency Self-Evaluation of Human Resource Management and Human Resource Management Plan.
