Poultry Litter Transfer Program

Poultry Waste Hauling Incentive Program Changes

The state incentive program to help defray the cost of hauling poultry waste out of the Illinois River and the Eucha/Spavinaw watersheds for the last three years will continue under a new management system. Previously, a landowner interested in purchasing poultry waste, or “litter,” contacted BMPs Inc., a non-profit corporation initiated by five northwest Arkansas poultry companies. BMPs Inc. arranged purchase and transportation for the landowner and billed him for both the purchase price and transportation price of the litter in one bill.

Under the new program, a landowner wishing to purchase litter will contact and deal with both the litter producer and the trucker to negotiate the best price. Once the litter has been delivered and paid for, the recipient can file a one-page claim for partial reimbursement of the trucking expense at his local conservation district office. BMPs Inc. will still continue to put litter purchasers in touch with litter sellers and will recommend trucking companies if asked.

“I strongly recommend that anyone wishing to participate in this program contact their local conservation district office before purchasing litter to make sure that they will have the needed information to apply for the incentive, said Mike Thralls, executive director of the Oklahoma Conservation Commission.

The amount of the incentive is $.05 per ton per loaded mile up to a maximum of $8.00 per ton. This means that litter transport incentive extends up to a maximum distance of 160 miles. A purchaser whose litter is transported more than 160 miles must pay the full cost of any transport beyond 160 miles.

Other requirements are:
• That the application field where the litter will be spread must have had a soil test within the previous three years.
• A nutrient management plan or an animal waste management plan for the intended area of application must have been applied for at the Conservation District office.
• The person or company applying the litter must have a litter applicator license (obtained from the Oklahoma Department of Agriculture, Food and Forestry).
• The litter cannot be spread within the watershed of a state Scenic River, Spavinaw/Eucha watershed or any nutrient-limited watershed as defined by the Oklahoma Water Resources Board.

New Areas Delineated for Transportation Incentive Eligibility for the Application of Poultry Waste

Effective March 24th, 2008, the areas where poultry waste may be spread and remain eligible for the transportation incentive provided by the Oklahoma Conservation Commission (OCC) will be changing. No transportation incentive will be paid for poultry waste that is applied in the newly-designated areas after this date. Districts and cooperators may, however, file for the incentive after this date so long as the application of waste was made before March 24th. As in the past, the yearly cap for an individual receiving the incentive remains at $10,000/year with the year starting on the day that the first application of poultry waste was made for which an incentive was paid.

Whereas, in the past, the incentive could not be collected for poultry waste that was spread within the area of a nutrient-limited watershed, the current restriction is being expanded to include areas of very high and high vulnerability of groundwater to pollution from surface activities in areas that are generally east of I-35.
