OCAST’s SBRA program offers support to Oklahoma-based small businesses seeking federal grants. The program works primarily with SBIR and STTR grants, but assistance may also be available for other high-tech grants.

Phase Zero assistance provides a portfolio of services designed to guide you, as a small business owner and entrepreneur, through the steps needed to successfully apply for and receive funding from the federal SBIR/STTR programs.

With nearly $3 billion available in federal research and development funding, Oklahoma’s small technology firms have much to gain from OCAST’s SBRA support program.

This OCAST program provides qualifying Oklahoma firms the motivation and assistance to compete for federal dollars.

What are SBIR and STTR?

SBIR and STTR are competitively awarded federal programs designed to stimulate technological innovation and provide opportunities for small businesses. The dynamic teaming of the private and public sectors include joint venture opportunities for small businesses and the nation's premier nonprofit research institutions.

SBIR: Small Business Innovation Research

STTR: Small Business Technology Transfer
Five federal agencies reserve a portion of their research and development funds to be awarded via the STTR program to small business/nonprofit research institution partnerships. For more information about the STTR program, visit U.S. Small Business Administration SBIR/STTR Program web site.

How the OCAST SBRA support program works

OCAST provides both financial support and expertise to help qualifying firms develop their federal proposals. The program:

Defrays a portion of proposal preparation costs for qualifying firms, providing up to $3,000 to help offset the costs of developing a federal proposal.
Provides critical bridge funding between Phase I and Phase II of the federal project – up to $25,000.
Provides Phase Zero program services that includes critical outreach and technical assistance

OCAST's Phase Zero assistance can help you tap into nearly $3 billion in federal R&D funding.

Oklahoma based small business enterprise that has applied for Phase I funding from one of eleven federal agencies participating in Small Business Innovation Research (SBIR) programs. Fewer than 500 employees. Principal researcher must be employed by small business.
SBIR Phase II Matching Funds Program	50% of the federal SBIR Phase I award up to a maximum of $25,000	One time funding for each federal Phase II award submission
Oklahoma based small business enterprise that has received federal Phase I funding, submitted a final report, and applied for federal Phase II funding. Fewer than 500 employees. Principal researcher must be employed by small business.
STTR Phase I Incentive Program	50% of proposal preparation costs up to $5,000	One time reimbursement funding for each federal award submission.
Oklahoma based small business enterprise that has applied for Phase I funding from a federal Small Business Technology Transfer (STTR) program. Small business must have formed a formal partnership to do joint research with an Oklahoma based university or private lab.
STTR Phase II Matching Funds Program	50% of the federal STTR Phase I award up to a maximum of $25,000	One time funding for each federal Phase II award submission
Oklahoma based small business enterprise that has received federal Phase I funding, submitted a final report, and applied for federal Phase II funding. Fewer than 500 employees. Principal researcher must be employed by small business.
