OCAST evaluates applications according to published procedures and criteria to eliminate the potential for arbitrary and subjective allocation of resources. Peer reviewers, who are nationally recognized experts primarily from outside Oklahoma, review proposals and rank them for funding and evaluate contract performance. This promotes objectivity, avoids conflict of interest and protects the award funding from political influence. Peer review also encourages performance that meets national standards of excellence and gives Oklahoma activities national visibility.

FY12 Plant Science Research - Basic
FY12 Plant Science Research - Applied
In an effort to utilize innovative technology for the purpose of streamlining the management of our funding programs, OCAST has implemented a new electronic applications process, called OKGrants. For the FY12 Plant Science Research funding cycle investigators will use OKGrants to submit their intents and applications. This means that applicants no longer have to fill out a paper form to be delivered to the OCAST office.
Access to OKGrants – Principal Investigator: If you are intending to apply for Plant Science funding as a Principal Investigator you must first contact the Contract Official for your organization so that he/she may add you to OKGrants. Please DO NOT click the New User? link at the OKGrants login page.
Access to OKGrants – Contract Official: If you have been the Contract Official for a previous Plant Science proposal, are authorized to financially obligate your organization or sign contracts on behalf of your organization, you must go to https://grants.ok.gov to register as a new user in OKGrants. Once you open the OKGrants site click the New User? link on the right hand side of the screen to begin the registration process. Complete all required contact information on the My Profile page the click the SAVE button. Once your account has been validated by an OCAST system administrator you will receive an email notification to log into OKGrants. Once you log into OKGrants you must add investigators to your organization so that they may apply for funding under the Plant Science Research program. You can access the user manual under the My Training Materials link on the homepage to learn more about navigating this system. You may also view the user manual here.

When you download a solicitation, you will notice that it is made up of three sections.
- The first section is introductory material and instructions.
- The second section is the Proposal Application form.
- The final section of the solicitation describes in detail the Required Attachments to the application.
Instructions
You should read this section carefully and follow all instructions. The instructions vary slightly between the programs and from year to year, so please read them each time you download a new solicitation.
Proposal
The next step will be to complete your proposal. The proposal will consist of:
- The Application Forms
- The Required Attachments as described in the solicitation instructions
Download the Proposal Application form and complete it electronically. Complete the forms and attachments fully and accurately. Please include the Zip+4 on all application forms. Do not leave blanks. If a question or statement does not apply, put “Not Applicable.” Your proposal may be submitted in person or by mail by the deadline. It is your responsibility to ensure that OCAST receives the proposal by the Proposal Deadline.

Note: Many of the online documents and links refer the reader to files in the Adobe Acrobat format (.pdf file extension). The files may be printed within the free Adobe Reader 8.0 stand-alone program or browser plug-in. Versions 5.0 and above work for most files, but for optimum results use the latest version 8.0.
