Board Membership and Purpose

The State Board of Equalization was created by constitutional amendment in 1975.  The purpose of the Board is to adjust and equalize the valuation of real and personal property of the several counties in the state and to assess all railroad and public service corporation property.

The Board is composed of 7 members.  The constitutional amendment placed both the State Auditor and the State Examiner and Inspector on the Board but provided that if the Offices of the State Auditor and the State Examiner and Inspector were combined, then the Superintendent of Public Instruction would be added.  The members of the Board are as follows:

Attorney General Drew Edmondson
Board of Agriculture President Terry Peach
Superintendent of Public Instruction Sandy Garrett

 

By statute, the Governor is Chair, the State Auditor and Inspector is Secretary and the Board members elect a Vice-Chair. 

Board Duties

The duties of the State Board of Equalization include but are not limited to the duty to: 

  1. Meet at the state Capitol, commencing at 10:00 a.m. on December 1, or the first working day thereafter of each year to equalize the taxable property values of the several counties for the next following assessment year by determining the ratio of the aggregate assessed value of the property or any class thereof, in any or all of them, to the fair cash value thereof as herein defined;
  2. Examine the various county assessments and to equalize, correct and adjust the same as between and within the counties;
  3. Order and direct the assessment rolls of any county to be corrected to adjust and equalize the valuation of the real and personal property among all counties during the next succeeding assessment year; and
  4. Determine the assessment ratio for all air carrier and railroad property, subject to the provisions of paragraph 3 of subsection A of Section 8 of Article X of the Oklahoma Constitution.
