Board Membership and Purpose

The Native American Cultural and Educational Authority was created by statute to promote the history and culture of Native Americans for the mutual benefit of the State of Oklahoma and its Indian and non-Indian citizens. 

The membership of the Authority is set by statute as follows:

  1. Seven (7) members must be members of federally recognized American Indian
    tribes located in Oklahoma and appointed as follows:


    Three (3) members appointed by the Governor;
    Two (2) members appointed by the President Pro Tempore of the State Senate; and
    Two (2) members appointed by the Speaker of the House of Representatives.


  2. Six (6) ex officio members as follows:

     

    Three (3) members appointed by the Governor;
    Two (2) members appointed by the President Pro Tempore of the State Senate; and
    Two (2) members appointed by the Speaker of the House of Representatives

    Executive Director of the Oklahoma Indian Affairs Commission or designee:
    Lieutenant Governor or designee;
    Director of the Oklahoma Historical Society or designee;
    Secretary of Commerce or designee;
    Executive Director of the Arts Council or designee; and
    Executive Director of the Oklahoma Tourism and Recreation Department or designee.


  3. Four (4) members from the business community with at least 15 years of experience in business, banking, finance or corporate law, and who have demonstrated outstanding ability in business or industry, to be appointed as follows:


    Two (2) members appointed by the Governor:
    One (1) of the Governor’s appointees may be a person who has exhibited
    at least three years of outstanding leadership and involvement
    in recognized Native American organizations and activities in lieu
    of outstanding ability in business or industry;

    One (1) member appointed by the Speaker of the House of Representatives; and
    One (1) member appointed by the President Pro Tempore of the State Senate.
