The Template was built by state and local officials - those responsible for preventing, responding to, and recovering from the spectrum of terrorist threats and Homeland Security challenges that face the Nation in the 21st Century. The Template provides a common foundation for identifying and addressing key state and local vulnerability and capability shortfalls. This Template will be a useful tool in our effort to build and sustain the operational means by which we will make the Nation safer, stronger, and better.
