2004 STATE HOMELAND SECURITY PROGRAM (SHSP) GRANT APPLICATION 5/06/04 These funds are available to all local and tribal governments. Interested applicants can go to the OKOHS website or call OKOHS to receive an application for these funds. Applications must be submitted to OKOHS by May 21, 2004. Grant funds must be expended within a two-year period from the federal award date. In consultation with Governor Brad Henry¿s Office the following four priorities have been identified for the SHSP. Applicants may apply for funds in one or more of the following categories. A. Interoperable Communications SystemA statewide interoperable communications system is being designed and implemented. Funds can only be used to purchase approved equipment compatible with the statewide interoperable communications plan. The interoperable communications system will be in the 700 / 800 MHZ frequency band, APCO Project 25 compliant and consistent with the new federal communications standards. Recipients will receive equipment deemed necessary to participate in the interoperable communications system. Recipients will be required to submit a Memorandum of Understanding and other necessary documentation to participate in the system. By submitting an application applicants are only expressing their interest in participating in this system. There is no need to submit a Budget Detail Worksheet. B. Regional Response SystemFunds will be used for the completion of the statewide WMD regional response trailers. Only those communities who have previously received regional response trailers through the First Responder Equipment Program Phases 2, 7, 8, 11, 12, and 13 will be eligible to receive funding. By submitting an application applicants are expressing their intent to continue to participate in the regional trailer system. There is no need to submit a Budget Detail Worksheet. C. Response EquipmentResponders of all disciplines are invited to apply for response equipment in the following categories:
Applicants should submit a Budget Detail Worksheet listing the types of equipment to be purchased. D. Tribal CollaborationTribal or local governments are invited to apply for funds to assist in the coordination between response agencies. Funds can be used to purchase response equipment in the 8 prioritized ¿response equipment categories¿ designated under Response Equipment category. To apply for these funds applicants must be a tribal government. OKOHS encourages tribal governments to identify local governments with whom to coordinate in applying for funds. Applicants should also submit a Budget Detail Worksheet listing the types of equipment to be purchased. |
