Oklahoma Emergency Response Systems Stabilization and Improvement Revolving Fund The Oklahoma legislature created the Oklahoma Emergency Response Systems Stabilization and Improvement Revolving Fund in 2008. The money in the Fund - up to $2.5 million per year- is collected from cigarette taxes, and may be used by the Oklahoma State Department of Health for the following purposes: · funding assessment activities, The Department has been holding a series of public meetings to hear stakeholder comments regarding appropriate priorities for the fund. The draft of the rules, application and scoring tool, that will be submitted to the Board of Health for approval later this year is now available from the links below. We are presenting this set of DRAFT rules as a basis for continuing discussion. They will be modified based on feedback from our next public meeting. The draft rules are based on other publicly-funded development programs in use by the State of Oklahoma. In this format, eligible entities as would submit applications for grants. The applications would be scored based on a point system intended to encourage cooperation and development in the areas of the state with the greatest need.
