Emergency Medical Service Regulations
Dear EMS provider:
The legislature approved and the Governor signed the latest updates to the EMS rules in May, and they took effect on June 11, 2009.
It only includes the sections with changes, and shows new language in underscore, and obsolete language in strikethrough. The complete rules are posted (Click here to review.)
Here is a summary of the major changes:
· · The rules define “specialty care” in much greater detail. To qualify as a “specialty care” transport a patient must require a combination of medications and parenteral interventions such as ventilators or balloon pumps.
· · Air Ambulance rules which may conflict with the FAA’s authority have been removed
· · Specialty Care Agency staffing requirements have been enhanced to require specific specialty training
· · Medical Director requirements and responsibility for managing quality improvement are clarified
· · Requirements for plans of correction are clarified
· · Personnel may be relicensed based on their current National Registry, without submitting duplicate educational documentation.
· · EMTs licensed after April 1, 2010 will be required to maintain their National Registry.
· · A “certificate of lawful presence” is required for licensure
· · Re-licensure applications are still due on March 31, but licenses will not expire until June 30, giving the Department 90 days to complete processing.
· · Interosseous infusions are added to the EMT-Intermediate scope of practice
· · Training program responsibilities are clarified
Ambulance services licensed at the Intermediate or Basic that utilize 3 or 5 lead EKGs as documentation should be advised that the Medical Direction Subcommittee has limited non-paramedics to 12-lead EKGs for transmission, only. Please call our office for further information and model protocols.
