The Oklahoma Communities of Excellence Program, was initiated in October 2004, and is implemented by 34 local coalitions serving 51 Oklahoma counties and 1 tribal nation. Primarily funded through competitive grants awarded by the Oklahoma Tobacco Settlement Endowment Trust, the programs provide coordination of comprehensive tobacco use prevention and cessation activities.

M-POWER is a concept (strategy) developed by WHO (World Health Organization) to assist countries in their fight to reduce the burden of tobacco use.   This approach is heavily focused on policy and it also takes into account the need for society and others to play a role in becoming commercial tobacco free.  It promotes the concept of a world where tobacco use declines by advocating for a legal and socio-economic context that favors tobacco free living. The goal is a world where no child or adult is exposed to tobacco smoke.

At the present time, Oklahoma is utilizing the M-POWER structure for its programs that focus on disparate populations.  These programs are charged with
Moving-Parity Onward With Every Resource.
