Mass Immunization/Prophylaxis Strategy (MIPS) MIPS is Oklahoma's mass dispensing planning efforts for the Strategic National Stockpile program. It combines the responsibilities of vaccinating the population for a smallpox or pandemic flu outbreak with the responsibilities of providing prophylaxis (preventative medicines) for a biological outbreak. Thirty-five communities across the state have been tasked with coordinating a MIPS response with surrounding communities in their areas.
