Oklahoma Birth Defects Registry The mission of the Oklahoma Birth Defects Registry is to protect and promote the health of Oklahomans through statewide surveillance and investigation, thereby identifying opportunities to prevent, optimize early detection of birth defects, and reduce infant mortality. The OBDR is an active, population-based, public health surveillance system. State statute 63 O.S. Section 1-550.2 gives the Oklahoma State Department of Health the responsibility for operating the registry and assuring confidentiality of the data collected.
