The Victims Services Staff

The District Attorneys Council (DAC) Victims Services Division is staffed by eight individuals who provide support services for the Oklahoma Crime Victims Compensation Board (OCVCB), the Oklahoma Victims of Crime Act Board (VOCA), and the Oklahoma Sexual Assault Examination Program (SAEF). SUZANNE BREEDLOVE, Director of Victims Services - Suzanne is responsible for the management and supervision of all DAC Victims Services Programs. She supervises division staff and is the Administrator for the OCVCB and VOCA programs. Suzanne is also responsible for the financial management of all programs in the division.

NORA BLACKWELL, Administrative Claims Examiner - Nora is responsible for reviewing and making recommendations on all crime victims compensation claims submitted for eligibility determination, and those claims totaling less than $2,500.

FARA BROWN, Restitution Recovery/Administrative Assistant - Fara is the go-to person for all matters involving deposits to the OCVCB. She is the primary contact for the division and takes the majority of calls from the public. Fara is also responsible for evaluating victims compensation claims for possible restitution/subrogation recovery.

ROBIN FRANK, Board Claims Examiner - Robin is responsible for reviewing and making recommendations on all crime victims compensation claims totaling between $2,500 and $10,000. She is also responsible for reviewing victims compensation claims over $10,000 that are scheduled for Board decision.

TINA HARMAN, Public Information Officer - Tina is responsible for all press releases, training, and outreach programs pertaining to the OCVCB Program. Tina also attends Pardon and Parole meetings and is there to assist victims before and after testimony.

STEPHANIE LOWERY, VOCA Program Specialist - Stephanie is the go-to person for all matters pertaining to the VOCA Grant program in Oklahoma. She is responsible for monitoring all programs receiving federal pass-through VOCA funds.

VALERIE STEPHENS, Sexual Assault Examination Fund Claims Examiner / Restitution Recovery- Valerie is the go-to person for all matters pertaining to the Sexual Assault Examination Fund. She is responsible for processing payments for all sexual assault examinations in Oklahoma. Valerie is also responsible for logging in all of the victims compensation claims in Oklahoma and evaluating claims for possible restitution/subrogation recovery.
