Recovery Act:  Justice Assistance Grant - Local Law Enforcement Grant

NEW REQUIREMENTS -- RECOVERY ACT:  JUSTICE ASSISTANCE GRANT PROGRAM

Funding is not yet available. However, there are STEPS TO TAKE NOW in order to be eligible to apply for funding:

1.  DUNS NUMBER
All applicants are required to include a DUNS (Data Universal Numbering System) number in each application.

A DUNS number is a unique nine-digit sequence recognized as the universal standard for identifying and keeping track of entities receiving Federal funds. The identifier is used for tracking purposes and to validate address and point of contact information for federal assistance applicants, recipients, and subrecipients. Obtaining a DUNS number is a free, simple, one-time activity. To obtain a DUNS number or to see if the applicant agency already has a DUNS number, call 1-866-705-5711 or go to http://fedgov.dnb.com/webform/displayHomePage.do

2.  CENTRAL CONTRACTOR REGISTRATION
All applicants must be registered on the Central Contractor Registration (CCR) database. The CCR database is the repository for standard information about federal financial assistance applicants, recipients, and subrecipients. Organizations that have previously submitted applications via Grants.gov are already registered with CCR, as it is a requirement for Grants.gov registration. PLEASE NOTE: Applicants must update or renew their CCR registration at least once per year to maintain active status. Information about registration procedures can be accessed at www.ccr.gov.

Registration on the CCR database can be time consuming. It is imperative to start now, as this process can take in excess of two weeks!!!

OVERVIEW: The JAG-Local Law Enforcement Grant is to provide equipment to units of local law enforcement and tribal governments.

ELIGIBILITY REQUIREMENTS
To be eligible for funds from the 2009 Recovery Act: JAG-Local Law Enforcement Grant, an applicant must be one of the following:

  • A unit of local government (i.e., city, county, or town);
  • A recognized governing body of an Indian Tribe;
  • AND, not eligible for a direct award from the Bureau of Justice Assistance.
  • AND must have submitted UCR data under the applicant agency’s own ORI number to the OSBI and not through the Sheriff’s Office for the most recent three years according to the Bureau of Justice Assistance.

Police departments and sheriff’s offices must apply through their county commission or city council. Private/nonprofit organizations, campus security departments, jails, or state agencies are NOT eligible to apply for funding.

AS OF SEPTEMBER 14, 2009:  According to the Bureau of Justice Assistance the following jurisdictions may be eligible for funding under the 2009 Recovery Act: Justice Assistance Grant.

Recovery Act: JAG-LLE Eligible

BOARD PRIORITIES:
The JAG Board, comprised of 17 voting and non-voting members, is charged with determining priorities for funding, reviewing grant proposals, and determining awards for the grant funds. The Board has limited requests to procuring equipment that is directly related to basic law enforcement functions with a maximum award amount of $10,000. No match is required.  The Board has established priorities for the funding of the equipment. Only applications requesting the following will be reviewed:

  • In-Car Mobile Data Systems (see additional requirements in application)
  • Radios – In Car and Hand Held/Portable (see additional requirements in application)
  • Vehicles
  • Shotguns and Rifles

Priority may be given to those who have not received significant funding in the past five years from this grant program.

The Board will not approve requests for the following:

  • Vests
  • Tasers
  • Radars
  • Equipment for Reserves
  • Desktop Computers
  • Laptop Computers (with the exception of laptops used with mobile data systems)
  • Hand Guns
  • Holsters

NOTICE OF AVAILABILTY OF  FUNDS:  A NOTICE OF AVAILABILITY OF FUNDS WILL BE SENT TO ALL CHIEF OF POLICE OR SHERIFFS IN THE STATE OF OKLAHOMA AS SOON AS AN APPLICATION IS AVAILABLE.  All others who wish to be placed on the mailing list to receive a Notice of Availability of Funds, should contact the Federal Grants Division at 405/264-5008 or e-mail Veronica Kornegay at veronica.kornegay@dac.state.ok.us and provide your name, agency name, mailing address, and grant title for which you want to receive the Notice of Availability of Funds.

DEADLINE TO SUBMIT AN APPLICATION: The JAG-LLE application period will be open on December 1, 2009.  Applications can be downloaded at that time.  Grant applications must be received at the District Attorneys Council by 5:00 p.m., January 8, 2010.
