RECOVERY ACT: JUSTICE ASSISTANCE GRANT (JAG) PROGRAM

RECOVERY ACT: JUSTICE ASSISTANCE GRANT PROGRAM

The following STEPS MUST BE TAKEN in order to be eligible for funding.

1.  DUNS NUMBER
All applicants are required to include a DUNS (Data Universal Numbering System) number in each of the Recovery Act applications.

A DUNS number is a unique nine-digit sequence recognized as the universal standard for identifying and keeping track of entities receiving Federal funds. The identifier is used for tracking purposes and to validate address and point of contact information for federal assistance applicants, recipients, and subrecipients. Obtaining a DUNS number is free, but can be time consuming.  To obtain a DUNS number or to see if the applicant agency already has a DUNS number, call 1-866-705-5711 or go to http://fedgov.dnb.com/webform/displayHomePage.do.

2.  CENTRAL CONTRACTOR REGISTRATION
The Recovery Act funding requires all applicants to be registered on the Central Contractor Registration (CCR) database. The CCR database is the repository for standard information about federal financial assistance applicants, recipients, and subrecipients. Organizations that have previously submitted applications via Grants.gov are already registered with CCR, as it is a requirement for Grants.gov registration. PLEASE NOTE: Applicants must update or renew their CCR registration at least once per year to maintain active status. Information about registration procedures can be accessed at www.ccr.gov.

Registration on the CCR database can be time consuming. It is imperative to start now, as this process can take in excess of two weeks!!!

OVERVIEW: The purpose of the JAG Program is to improve the criminal justice system and to prevent and control crime providing Oklahoma with the flexibility to prioritize and place justice funds where most needed.

ELIGIBILITY: To be eligible for funding, an applicant must be a(n): a)State Agency; b)Unit of Local Government (i.e., city, county, town); c)Tribal Government; or d) a community-based or faith-based organization that is private, non-profit.

PURPOSE AREAS: There are seven purpose areas under which JAG applications may fall. Each funding year, the Justice Assistance Grant Board prioritizes funding under these purpose areas. The purpose areas are:

1. Law Enforcement Programs
2. Prosecution and Court Programs
3. Prevention and Education Programs
4. Corrections and Community Corrections Programs
5. Drug Treatment Programs
6. Planning, Evaluation, and Technology Improvement Program

7. Crime Victim and Witness Programs (other than compensation)

BOARD PRIORITIES: The JAG Board comprised of 17 voting and non-voting members, is charged with reviewing grant proposals and determining awards for the grant funds. Although there are six allowable purpose areas under the JAG, the Board will establish the specific priorities for funding. The application will specify the priority areas and only applications within these areas will be considered.
