DOMESTIC VIOLENCE RESOURCE PROSECUTOR

The position of Domestic Violence Resource Prosecutor (DVRP) is funded through a grant from the United States Department of Justice, Office on Violence Against Women (OVW). Currently, there are twenty-five DVRP’s throughout the United States. The purpose of the DVRP is to increase the capacity of prosecutors across the State of Oklahoma to more effectively prosecute domestic violence cases. Domestic violence prosecutors often have the difficult task of balancing offender accountability with victim safety. By using effective prosecution strategies in domestic violence cases, prosecutors can achieve both.

The DVRP will provide:

  1. technical assistance in domestic violence cases by providing consultation, research, assistance with briefings, and other services as requested
  2. expert witness resources
  3. training for prosecutors on prosecuting domestic violence cases
  4. assistance to project partners and other allied professionals to educate and inform organizations and agencies of available resources and service
  5. additional services as requested. 

The DVRP can assist prosecutors to become involved and even take lead roles in their local Coordinated Community Response teams.  Combating domestic violence is not confined to the prosecution of offenders.  Therefore, the DVRP will not only strengthen prosecution, but work to ensure that prosecutors cooperate with community agencies and organizations to diminish negative effects on victims prior to and beyond the criminal justice system.

Interesting Facts

  • According to the Oklahoma Domestic Violence Fatality Review Board (DVFRB) 2009 Report:

    There were 80 domestic violence homicide cases in 2009, resulting in the death of 87 victims and 15 perpetrators.

  • The DVFRB also reports:

    43% of intimate partner homicide victims were in the process of leaving the perpetrator.

    Firearms were the leading method used to kill in domestic violence homicides(57%).

    In 26% of the homes where children were present, there was evidence of physical child abuse.

  • There is evidence of prior domestic violence in 77% of the intimate partner cases.

    57% of cases are witnessed by another person and 30% are witnessed by children.

    A Victim Protection Order existed in 20% of the cases and in 24% of the intimate partner cases.
