Oklahoma’s Nonpoint Source (NPS) Pollution Management Program is a combination of federal, state, and local agency programs. The NPS Program is authorized federally by Section 319(h) of the Clean Water Act, which requires states to develop an assessment report that identifies NPS problems and a Management Program that develops and implements objectives for addressing them. By state statute, the Oklahoma Conservation Commission (OCC) serves as the technical lead agency of Oklahoma’s NPS Program.
