Service DescriptionThe Office of State Finance (OSF) Information Services Division provides Outside Plant cable installations through the Planning, Design and Engineering (PD&E) Section. The PD&E section plans and prepares drawings for construction of new, and removal or rearrangement of existing, overhead or underground lines, cables and conduits to obtain optimum and economical utilization of communications facilities. PD&E has the ability to analyze traffic loads, evaluate available and existing lines, and estimates or forecasts of projected traffic to determine new construction or rearrangements and/or cable removals if required. PD&E selects routing of lines and equipment required for newly engineered projects. PD&E prepares detailed construction and installation drawings, estimates equipment, labor and material costs. Initiates work authorization request and submits requests with substantiating drawings and documents to management for approval. PD&E orders material and equipment required and directs work activities to ensure conformance with engineering specifications and work authorization. Supporting a building’s internal Structured Cabling Solution (SCS), PD&E performs all services using the Building Industry Consulting Service International (BICSI) methodology of installation for all types of cable media including copper, coaxial and fiber optic cables. This methodology provides and incorporates all telecommunication standards such as Telecommunication Industry Association/Electronics Industry Alliance and American National Standards Institute (TIA/EIA/ANSI) codes and procedures. PD&E services include all aspects of Telecommunication transport such as voice, data, video (CCTV,ctv) and wireless cabling to the customers demarcation points while complying with federal, state, local government fire and electric codes and standards. OSF/PD&E contracts only qualified vendors that possess certifications through BICSI for all installation and repair services. This comprehensive approach provides high quality, standards based, wiring infrastructure for all State Agencies, Universities, Colleges and local government entities throughout the State of Oklahoma. PD&E provides high quality transport material through vendor contracts that grants a one year warranty from date of purchase. The PD&E maintains 4 categories of services: Category A

Note: After the design phases for each category, the PD&E manages the procurement and installation phases of the project by ensuring continuity, efficiency and professional results. Each phase includes comprehensive end to end testing and a five year warranty on labor from the date of installation. Upon completion of the requested work, an acceptance form is presented to the customer approving and accepting the work. Building Industry Consulting Service International (BICSI)OSF has adopted BICSI as the State’s methodology for all cabling throughout the State of Oklahoma. The PD&E section will review and advise architect/engineers of the State’s requirements for cable placement and equipment in Point of Demarcation design. Using the latest in Computer Aided Design (CAD) software, the PD&E can input computer based design drawings for cabling infrastructure design and review. The customer can expect:

Customer MarketThis service is available for all Oklahoma state agencies, offices, officers, bureaus, boards, commissions, counsels, units, divisions, bodies, authorities, or institutions of the executive, legislative, or judicial branches of state government. It is also available to counties, municipalities, townships, Tribal governments, and other political subdivisions. How Do We Charge?The PD&E fees are established by State statute and dependent upon the size and requirements of the project. A sliding scale is use to determine the cost of the project and any change orders requested.
