Outside Plant

Service Description

The Office of State Finance (OSF) Information Services Division provides Outside Plant cable installations through the Planning, Design and Engineering (PD&E) Section. The PD&E section plans and prepares drawings for construction of new, and removal or rearrangement of existing, overhead or underground lines, cables and conduits to obtain optimum and economical utilization of communications facilities. PD&E has the ability to analyze traffic loads, evaluate available and existing lines, and estimates or forecasts of projected traffic to determine new construction or rearrangements and/or cable removals if required. PD&E selects routing of lines and equipment required for newly engineered projects. PD&E prepares detailed construction and installation drawings, estimates equipment, labor and material costs. Initiates work authorization request and submits requests with substantiating drawings and documents to management for approval. PD&E orders material and equipment required and directs work activities to ensure conformance with engineering specifications and work authorization.

Supporting a building’s internal Structured Cabling Solution (SCS), PD&E performs all services using the Building Industry Consulting Service International (BICSI) methodology of installation for all types of cable media including copper, coaxial and fiber optic cables. This methodology provides and incorporates all telecommunication standards such as Telecommunication Industry Association/Electronics Industry Alliance and American National Standards Institute (TIA/EIA/ANSI) codes and procedures. PD&E services include all aspects of Telecommunication transport such as voice, data, video (CCTV,ctv) and wireless cabling to the customers demarcation points while complying with federal, state, local government fire and electric codes and standards. OSF/PD&E contracts only qualified vendors that possess certifications through BICSI for all installation and repair services. This comprehensive approach provides high quality, standards based, wiring infrastructure for all State Agencies, Universities, Colleges and local government entities throughout the State of Oklahoma. PD&E provides high quality transport material through vendor contracts that grants a one year warranty from date of purchase.

The PD&E maintains 4 categories of services:

Category A

  • Fiber optic cable design, engineering and project planning. Category A services include new installations, reconfigured or repairs of overhead, direct buried or via conduit fiber optic cabling on customers premise or to the utility right-of-way. This also includes Point of Demarcation build-out with required transport components or material.

Category B

  • Copper and Coaxial cable design, engineering and project planning. Category B services includes new installations, reconfiguration, or repairs of all outside plant copper cables supporting voice, data, or wireless telecommunication services. This service includes connectivity to customer point of demarcation with connections to internal telephone or T-1 service components.

Category C

  • Emergency service restoration includes the repair of fiber optic, copper and coaxial cables on customers premise. OSF re-establishes temporary services so the office can maintain operations pending permanent repair. OSF maintains an emergency stock of material to prevent delays in obtaining supplies from third party vendors.

Category D

  • Customer premise utility and geographical positioning service (GPS) cable locate services provides the customer with the opportunity to locate all customer premise gas, electrical and communication cabling on their surrounding property. Combined with a land survey, PD&E can document all customer premise utilities for future identification and possible construction or reconfiguration projects.

Note: After the design phases for each category, the PD&E manages the procurement and installation phases of the project by ensuring continuity, efficiency and professional results. Each phase includes comprehensive end to end testing and a five year warranty on labor from the date of installation.

Upon completion of the requested work, an acceptance form is presented to the customer approving and accepting the work.

Building Industry Consulting Service International (BICSI)

OSF has adopted BICSI as the State’s methodology for all cabling throughout the State of Oklahoma. The PD&E section will review and advise architect/engineers of the State’s requirements for cable placement and equipment in Point of Demarcation design. Using the latest in Computer Aided Design (CAD) software, the PD&E can input computer based design drawings for cabling infrastructure design and review. The customer can expect:

  • Coordination of cabling elements in all phases of Category A and B project construction
  • Coordination with OSF Telecommunications Services for cabling requirements for voice, data, video and IP telephony based systems
  • All cabling meets current Building Industry Consulting Service International (BICSI) methodology that includes TIA/EIA/ANSI standards and National Fire and Electric codes
  • Telecommunications Building Wiring Standards specifications
  • Certified cable plant with test results documentation
  • Installations that are performed in adherence to manufacturer  and standard based best practices
  • PD&E contracts require specifically trained and certified service technicians

Customer Benefits/Responsibilities

  • Start early! Cabling infrastructure is one of the most important steps that must be expertly planned to ensure the IT project is completed on time and on budget.
  • By involving PD&E in the design phase of the building and/or renovation, the customer can be assured that the cabling infrastructure will take advantage of the latest techniques in design, materials and installation to ensure the flexibility of the customer’s infrastructure to meet changing resource and future technology needs.
  • For agencies who operate their own networks:
    • Complete and submit an OSF Form, to initiate a cabling project
    • Fax the completed form to (405) 522-1413
    • A representative will contact you upon receipt of the form to discuss your specific needs
  • For agencies that OSF operates their network:
    • Initiate a Service Request ticket by contacting the OSF Service Desk at (405) 521-2444 or HelpDesk@osf.ok.gov
    • These agencies are responsible for the cost of the replacement or repair of structured cabling or wiring

Customer Market

This service is available for all Oklahoma state agencies, offices, officers, bureaus, boards, commissions, counsels, units, divisions, bodies, authorities, or institutions of the executive, legislative, or judicial branches of state government.   It is also available to counties, municipalities, townships, Tribal governments, and other political subdivisions.    

How Do We Charge?

The PD&E fees are established by State statute and dependent upon the size and requirements of the project. A sliding scale is use to determine the cost of the project and any change orders requested.

  • Fixed price charges based on type of cable utilized, termination method, cable media, etc.
  • Each price includes a PD&E administrative fee for use of the contracted rates
  • For each project an individual estimate requires a signed confirmation form and agency purchase order prior to start of work.

24 x 7, excluding planned outages, maintenance windows and unavoidable events

Maintenance Window
Maintenance windows are used only when needed for planned changes that have gone through the ITS Change Management Process. In addition to the Standard ITS Maintenance Windows, site-specific and service-specific changes may be coordinated with customers at non-standard times.

The current planned maintenance window is from 4 a.m.-noon Sunday.
