Although the Roofing Contractor Registration Act was enacted with an emergency effective date of November 1, 2010, the Act contains no provision addressing the granting of initial registrations prior to January 1, 2011.  Additionally, the Construction Industries Board requires time to develop the registry system, implement the necessary emergency rules to administer the registration process, have those rules approved by the Governor and process the applications.
