The Commission Administrative Law Judge, Luke Simms, conducts administrative hearings on alleged violations of the Alcohol Beverage Control Act, Charity Games Act, and Prevention of Youth Access to Tobacco in accordance with the Administrative Procedures Act. Mr. Simms prepares written findings of fact on proposed orders of the Director and conducts legal research utilizing federal and state statutes, rules and regulations, and court decisions.
