UNDERAGE DRINKING DEBATE PROS AND CONS

www.chooseresponsibility.org

www.centurycouncil.org

Two significant changes have been made with regard to agency policy concerning Credit Card Payments for License Application Fees:

1.  Effective 10/31/08, at 1700 hours (5 pm):  On October 31st 2008 a convenience fee will be added to the standard license fees paid by clients when using a credit (or debit) card and paying over the internet.   Historically the ABLE Commission has not charged a fee for payments via Credit Card over the internet.  This is now changing.  Given increasing costs and a stand still budget, the Commission will charge the following fees to offset the cost of operating the internet application portion of the Licensing process.

 See Chart Below

 2.    Effective 10/31/08, at 430 pm (1630 hours).  On October 31st 2008 the ABLE Commission will no longer accept applications with fees which are being paid by Credit or Debit Card, etc., received through the mail (US Mail, Fed-Ex, other similar carriers, and etc.) or via Facsimile (FAX).   All applications actually received in the offices of the Commission prior to this date and time via these methods of transportation and payment will be processed as in the past; however, all such applications received after this date and time will be returned to the sender without further processing.

The Commission continues to accept Cashier’s Checks, Business Checks, Bank Checks, Personal Checks, Money Orders as in the past with mail-in applications.  Cash will be accepted as before; however we continue to recommend that you not send Cash through the Mails.  Counter and/or Temporary Checks are not acceptable and should not be used in making payments to the Commission for any reason.   Travelers Checks are also not accepted by the Commission for any type payment.

ONLINE FILING OF APPLICATIONS

The ABLE Commission has begun utilizing a credit card verification system when processing online applications. It is of great importance that you take care when submitting your application. Once you have completed the form, answered the questions and provided the credit card information, click the "SUBMIT" button ONCE ONLY. It will take a few seconds to process. Do NOT hit the BACK button. If you fail to get a screen with a receipt for payment that you should print for your records and to serve as proof of a license application, contact the ABLE Commission at 405-521-3484 or 866-894-3517 (toll free). If you attempt to print a receipt and it does not print, contact the ABLE Commission. Do NOT complete the form again and re-submit. Hitting the SUBMIT button multiple times or hitting the BACK button can cause your credit card to be charged multiple times. Requesting a refund is a lengthy process, which could take thirty  (30) days or more to process.

PLEASE NOTE if you have lost your license or left it with a past employer, it is not necessary to re-apply. A license is good for 1-2 years depending on the type of license. A DUPLICATE license can be obtained FOR FREE by contacting the licensing division by telephone or email or FAX. Be prepared to provide a mailing address, your social security number, and a FAX number.

The ABLE Commission has implemented a new licensing form for all Employees, Agents, Manufactures Agent and Charity Games Employees/Managers applicants. A downloadable copy can be found on the ABLE web site. Select LICENSE APPLICATIONS link on main web page and navigate to page titled APPLICATION TYPES. Select "Mail In" or "Fax"( Credit card payments by mail or fax will not be accepted or processed after 10/31/2008.) Please discard all previous forms of this application.

Effective February 1, 2008 $25.00 Credit Card Processing Fee

All credit card payments made to the Commission for legitimate fees which are subsequently denied by the card owner will effective February 1, 2008, require a payment of an additional $25.00 processing fee by the applicant over and above the initial fees charged.  This procedure is similar to the return check charge incurred by those whose checks are not honored when presented for payment at the bank.
