2000 Legislation (as of June 14, 2001)

HB 1002 Tobacco Bill
Creates Tobacco Settlement Fund. Originally the Teachers' Retirement System would have shared in the distribution of these funds. The final version did not provide any money to TRS.
 Status: Governor signed 4/14/2000
HB 2281Number of TRS Unclassified Employees
Authorizes TRS to increase number of unclassified employees from 22 to 25.
 Status: Governor signed 6/5/2000
SB 817Temporary Teaching Contracts for Retired Teachers (changed 5/17/2000)
This measure as introduced would have increased the dollar amount a retired member could earn from employment in Oklahoma' s public schools and still receive full retirement benefits. However, the original language was removed from the bill and replaced with new language modifying 70 O.S. 6-101.23(F). The bill as enacted allows a school district to enter into temporary teaching contracts with retired teachers covering
more than three semesters.
 Status: Governor signed 6/6/2000
SB 965 State Contribution to Retirement Accounts
This measure contains a number of items relating to state agencies and public schools. The new law includes appropriations to higher education, common schools, and vocational-technical schools. The measure also modifies language relating to the state's contribution to the retirement accounts of teachers and other certified personnel. The dollar amount the state will contribute for the 2000-01 school year is the same as
last year. The change in SB 965 is to remove the reference to a percentage of the minimum salary schedule. In other words, the state contribution will be a set dollar amount that does not increase with the $3,000 salary increase for teachers and other certified personnel.
 Status: Governor signed 6/9/2000
SB 990TRS Retiree Enrollment in State and Education Employees Group Insurance Program
This measure would have allowed certain nonprofit statewide organizations to join the state insurance plan. The measure also would have allowed retired TRS members a one-time opportunity to rejoin the insurance program after having dropped coverage.

SB 991 Contribution Rate for Federally Funded Salaries and Other Grants
Delays the effective date of SB 361 (1999) until July 1, 2001. SB 361 changes the way schools match contributions from employees whose salaries are paid by federal funds. SB 991keeps in effect the same matching provisions for the 2000-01 school year that were in effect for the 1999-2000 school year. (See TRS Memo TRS Matching Funds for the School Year 2000-01, dated May 30, 2000)

Status: Governor signed 5/24/2000

SB 994 COLA and TRS Insurance Premium Offset
Provides a cost-of-living increase to retired members of the Teachers' Retirement System as well as COLAs for retirees in other state-run retirement systems. The measure increases by $30 the amount TRS pays toward the cost of a retiree's monthly health insurance premium. To be eligible for the health insurance supplement, the retiree must be enrolled in the State and Education Employees Group Insurance Program or continue in the insurance plan offered by the school district from which the member retired. The bill also modifies portability provisions when a state-government employee transfers service credits from TRS to the Oklahoma Public Employees Retirement System or from OPERS to TRS. The new transfer provisions do not apply to employees of common schools or area vo-tech schools.
 Status: Governor signed 6/7/2000
SB 996 Adjunct Service Credit
Would allow adjunct teachers who taught at least 18 credit hours per calendar year to purchase credit in TRS at actuarial cost.
 Status: Governor signed 5/3/2000
SB 1239 TRS and Retired Teachers' Organizations (Dues and Applications)
Would have required TRS to provide enrollment materials concerning retired teacher organizations. TRS already deducts membership dues for retired teacher organizations that have at least 1,000 dues-paying members.
