JOB OPENING PROGRAMMER/ANALYST Teachers’ Retirement System of Oklahoma Unclassified The Teachers’ Retirement System is seeking a Programmer/Analyst. This is a full time position in STATE GOVERNMENT and will be eligible for a generous total rewards package. POSITION PURPOSE: Under general supervision and direction, designs, installs, monitors and maintains agency-wide on-line data bases; designs and installs major data processing systems; documents system changes; completes necessary programming; works with users to define data processing projects or project segments. Performs a wide range of programming and analysis work related to a complete operating system and involving the coordination and completion of multiple programming tasks or projects. Strong emphasis is placed on identifying user needs, developing adequate programs/systems and integrating those systems within the agency’s data processing/network/optical imaging system. PRIMARY RESPONSIBILITIES: Confers with users to identify needs and/or discuss solutions; determines and selects access methods; evaluates existing systems and makes necessary changes to enhance the system. Performs critical review of current and planned system procedures and makes recommendations on new systems. Designs, establishes, implements and maintains on-line data bases, data sets and jobs; attends systems design meetings and develops new systems to meet needs of users. Develops and/or tests back-up/recovery procedures; writes detailed program specifications for new systems or to modify existing systems. Designs input documents and/or output reports; assists users in the design of input and report documents for communication with the system. Assembles and prepares documentation for programs and/or systems. Designs, codes and tests complex system and program logic in an appropriate operating system environment. Formulates complex system flow incorporating an intermediate number of functions and processes for an overall design framework. Designs complex data bases; determines and selects access methods; selects and/or coordinates the resources assigned to projects. Evaluates systems adequacy using production data; evaluates systems acceptability with users. Detects and identifies deviation from expected program results; diagnoses symptoms to isolate the failure of system components. Conducts and/or participates in structured walk-throughs. QUALIFICATIONS AND PREFERENCES: Completion of twenty-four semester hours of computer science coursework, and two years of experience in computer programming or data processing systems analysis; or an equivalent combination of education and experience, substituting one year of experience in data control or computer operations for a maximum of twelve hours of the required education; or an equivalent combination of education and experience, substituting one year of experience in computer programming or data processing systems analysis for each twelve hours of computer science coursework. Knowledge of physical data base performance and integrity characteristics; of data processing analysis techniques and physical data base design; of programming languages; of documentation procedures and requirements; of flowing charting techniques; of program and system testing procedures; of specialized software enhancement tools; and of operating systems and interaction of software. Skill in analysis and design of data base systems; in resolution and prevention of data base performance and integrity problems; in the use of data base maintenance utilities; in the use of technical manuals and publications; in oral and written communications; in identifying user needs; and in establishing professional working relationships.
