HB 1304, also known as the "Information Technology Consolidation and Coordination Act," was signed into law by Gov. Mary Fallin in May 2011.
The language of the Act is summarized below.
A. No state agency shall expend or encumber any funds for the purchase, lease, lease-purchase, lease with option to purchase, rental or other procurement of any information technology assets without the prior written approval of the Chief Information Officer.
B. No state agency shall initiate or implement an information technology planned project without the prior written approval of the Chief Information Officer.

House Bill 1170, also known as the "Oklahoma Information Services Act," resulted in a few changes related to procurement. The changes, as summarized below, went into effect Aug. 26, 2009.
All purchases of information technology (IT) and telecommunication equipment, software and services in excess of $10,000 must be approved by the State Chief Information Officer (CIO) prior to purchasing. The previous thresholds were those in excess of $25,000 for IT and $0 for telecommunication. The process for this approval remains the same. Agencies are to complete OSF Form 115 for submission to the procurement group within OSF's Information Services Division.
In addition, no agency of the executive branch of Oklahoma state government shall create new full-time equivalent administrative-level information technology positions or replace or fill any existing or vacant full-time equivalent administrative-level IT position without the approval of State CIO Alex Pettit.
