The Information Services Division (ISD) is responsible for the State's Data Center and Central Communication System, implementing and processing the State's integrated financial and management information system (CORE) and managing the State Portal System. ISD is responsible for coordinating the information technology and telecommunication long-range planning through analysis of technology plans for agencies, for establishing minimum mandatory information technology and telecommunication standards and for coordinating the annual information security risk assessment and for reporting the results of the state agency risk assessment. Annually, ISD receives, reviews and publishes a 1 year operating plan for all agencies. Additionally, the division approves acquisitions of information technology and telecommunication hardware, software, services and equipment for executive branch agencies.

House Bill 1170 also known as the "Oklahoma Information Services Act" has resulted in a few changes related to procurement. The changes as summarized below, went into effect Aug. 26, 2009.
Effective on this day all purchases of information technology and telecommunication equipment, software and services in excess of $10,000 must be approved by the Director of the Office of State Finance or designee prior to purchasing. The previous thresholds were those in excess of $25,000 for Information Technology and $0.00 for Telecommunication. The process for this approval remains the same. Agencies are to complete a Standard Form 115 for submission to the procurement group within OSF's Information Services Division.
In addition, no agency of the executive branch of Oklahoma State Government shall create new full-time equivalent administrative-level information technology positions or replace or fill any existing or vacant full-time equivalent administrative-level information technology position without the approval of the Director of State Finance, Mr. Michael Clingman. Once the first Chief Information Officer is appointed he/she will be granting this authorization. Reminder:
Certain types of information technology and telecommunication procurement still have a zero dollar threshold, due to statutory language and/or the State's desire for standardization. The Standard Form 115 (PDF version - 1 pp, 10 KB | Excel version - 19 KB) may be utilized for approval of items in this category as well.
Risk assessment consulting requires coordinating with OSF's Information Security Group prior to utilizing the service, regardless of the requisition amount.
Listed below are the procurement categories that require OSF's approval at the zero dollar threshold:
- Financial Systems
- Electronic Portal Systems
- Web Design/Applications
- Asset Management Software/Applications
- Licensing, Permit or Grants Software/Applications
- Imaging Systems
- Requests to purchase personal computers and laptops from sources other than the Mandatory Statewide Contract.
- Any installation of telephone, teletype, switchboard, line, cable system, data communication system, Internet, eGovernment, or systems of communication or intercommunication to be installed in any building or buildings owned, rented, or leased or otherwise held by this State or its agencies at locations descried in Subsection A of Title 62 Section 34.19.
