The Office of State Finance is seeking an experienced financial analyst (certified public analyst I). This is a full time position in state government and will be eligible for a generous total rewards package. POSITION PURPOSE

The financial analyst is a highly-responsible position which reports to the financial reporting supervisor in the Financial Reporting Unit (FRU). The FRU is charged with the complete accumulation, compilation and presentation of integral portions of the official annual financial report of the State of Oklahoma, known as the Comprehensive Annual Financial Report (CAFR). The CAFR includes extensive written footnotes and explanatory information presented in accordance with authoritative and technical pronouncements which comprise the basis of generally accepted accounting principles (GAAP) for governments. This includes required information related to the state’s capital assets.

This position will initially be responsible for 2 different but related major functions within the Division of Central Accounting and Reporting (DCAR). The level of emphasis in each of the 2 areas may change over time. This position uses personal computer systems for word processing, spreadsheet and graphic software applications, to produce the requisite schedules, charts, graphs, financial statements and reports. Knowledge of governmental accounting and an understanding of generally accepted accounting principles (GAAP) for governments is encouraged. Additionally, knowledge of integrated database systems, ERP systems (including business intelligence tools), queries and strong writing skills are beneficial.

PRINCIPAL ACTIVITIES

The principal activities include the following:

• Agency Risk Analysis - under general direction will review, assess, and monitor state agency requests for user access to the statewide ERP system. Certain user roles should not be assigned to the same user to strengthen internal controls through segregation of duties. When exceptions are warranted, mitigating controls must be in place. Ongoing monitoring and assessment is a key role for this position.
• Review of Agency Internal Control Self-Assessments – under general direction will coordinate, review and monitor the annual agency internal control self-assessment questionnaire process. This ongoing process is in early stages of implementation and spread across four reporting periods to level out the workload. This will include annual reports to the State Comptroller.
• Capital Asset Analysis – under general direction will assist with deployment of ERP capital asset module by assisting agencies that will be moving to the statewide asset system. This position will manage the development and refinement of state agency reporting for capital assets, including information which permits compilation of the CAFR and other centralized state needs.
• Accounting Policy Analysis - works with other DCAR personnel in the review and analysis of the State's accounting policies and procedures; make recommendations for appropriate changes; draft legislation when required.
• State Auditor Liaison – assists the State Auditor & Inspector agency personnel relating to their audit of capital assets and the annual CAFR.
• Ad hoc Reporting as assigned - such reports may include in-depth analysis of various capital asset information or other accounting information including trends.
• Other duties and projects may be assigned.

PREFERRED MINIMUM QUALIFICATIONS

Candidates must be a Certified Public Accountant, with at least 2 years experience in an accounting or financial reporting environment. Must possess strong analytical, communication and personal computer skills, and must be a team-oriented person.

Preference may be given to applicants who possess the following:

• Governmental accounting experience and understanding of generally accepted accounting principles for governments; and
• Experience working with general ledger, ERP, and capital asset systems.
