Director -- Tony Hutchison
The Director of the Office of State Finance is appointed to the post by the Governor with the advice and consent of the State Senate. The Director plays an important role in developing, communicating and implementing executive branch fiscal policies and oversees preparation of the Governor's Executive Budget for submission to the Legislature. Other key responsibilities include:
- Overseeing OSF's role as the chief information agency for the state
- Overseeing thousands of state financial transactions including payroll, vendor payments and federal aid
- Presenting information about the state's financial condition to the media, bond rating agencies and elected officials
- Serving on a number of state boards and commissions including retirement systems, the Council on Bond Oversight, the Oklahoma State Employee Group Insurance Board and education improvement task forces
Mr. Hutchison has 22 years of public finance and policy experience including stints with the Oklahoma House of Representatives Fiscal Staff, Director of Operations and Planning with the Oklahoma State Senate, Program Principal in Fiscal Affairs at the National Conference of State Legislatures, and Director of Executive Management for the Council of Governor's Policy Advisors. He received a B.A. with Special Distinction from the University of Oklahoma and a Masters in Public Administration, also from OU.

Deputy Director of Operations -- Jim McGoodwin
The Deputy Director of Operations for the Office of State Finance manages the Budget, Research, Human Resources, Finance and Gaming Divisions of the Agency. Other key responsibilities include:
- Advising the Director and senior management on legal issues concerning financial administration, gaming, purchasing, personnel, and serving as liaison to the Attorney General’s office
- Serving on a number of state boards and commissions including the Oklahoma Public Employees Retirement Board, the Oklahoma Police Pension and Retirement System Board and the Oklahoma Sentencing Commission
- Attending legislative hearings and providing analysis of legislation
- Representing the agency in contracts with officials, other agencies and clients
- Conducting analyses and research necessary to develop recommendations for the Director of State Finance
Mr. McGoodwin has spent more than 29 years in Oklahoma practicing law and has more than 18 years of public finance and policy experience. Before joining the Office of State Finance, he served as Deputy Director for the Office of the State Auditor and Inspector. In that position he supervised the Investigative Audits Division (as well as a number of other divisions) and acted as General Counsel. He managed a significant rewriting of Oklahoma’s school finance laws, clarifying them and bringing them into the 21st century. He received a B.A. and his Juris Doctor in Law from the University of Oklahoma and was admitted to the Oklahoma Bar in 1978.

Deputy Director of Information Technology -- Joe Fleckinger
The Deputy Director of Information Technology manages the Information Services Division (ISD) of the Office of State Finance (OSF). Other responsibilities include:
- Managing the State’s Data Center and Central Voice and Data Communications Systems
- Coordinating the State’s information technology and telecommunication agency annual operating plans
- Establishing minimum information technology and telecommunication standards
- Managing the implementation and operating of the State’s integrated financial and management information system
- Approving state agencies’ procurement of information technology and telecommunication hardware, software, maintenance and consulting services
- Managing the State portal system (OK.gov) to deliver e-Government solutions to state entities
- Serving on the Internet Review Board
Mr. Fleckinger was previously employed as Director of Administration and Controller for the Information Technology Department of a Fortune 500 Company. Before joining the Fortune 500 Company, he was a partner with the Big 4 accounting and consulting firm, Deloitte & Touche. He held a number of management positions with the firm including Partner in Charge of the Oklahoma City, Oklahoma, and Austin, Texas, offices. He specialized in information technology, financial management, management information systems, strategic planning and systems planning.
Mr. Fleckinger is a Certified Public Accountant, a former Certified Manager Consultant and is active in a number of professional and community organizations, including board member of the National Association of State Chief Information Officers. He holds a B.A. in Business Administration and Masters of Business Administration from Tulane University.

State Comptroller -- Brenda Bolander
The State Comptroller directs the daily operations of the Division of Central Accounting and Reporting (DCAR) of the Office of State Finance. Other responsibilities include:
- Monitoring and implementing changes in the state financial processes and systems to improve controls, compliance, reporting and efficiencies where feasible
- Preparing the state-wide cost allocation plan (SWCAP) used to allocate centralized state operating costs to the state agencies for use in obtaining allowable reimbursements for federally supported programs and activities
- Coordinating and supporting certain federal communications and single-audit resolutions
- Serving as technical consultant to the Oklahoma Financial Management Association, which is comprised of the financial officers of each state agency
- Providing technical and professional development training for the financial staff of the state and publishing the DCAR Newsletter
- Serving as the OSF Director’s designee on the Oklahoma Law Enforcement Retirement Board, and the Cash Management Investment Oversight Commission, which she chairs
- Serving as a member of the National Association of State Auditors, Comptrollers and Treasurers (NASACT) and as a board member of the National Association of State Comptrollers, to represent Oklahoma in national interests and to influence standards for governmental accounting and financial reporting issues
Ms. Bolander began her state career with the Oklahoma State Auditor and Inspector’s office where she audited and provided technical assistance to county offices and state agencies for more than nine years. Other experience includes serving as comptroller of a state agency with a $100+ million budget, compliance officer and internal auditor for the state treasurer, comptroller of a small college, and as a business manager for a physicians practice with one of the largest healthcare providers in Oklahoma. Significant work includes advancing the basis of the early state-wide financial audit and then some years later leading the team that prepared the first State of Oklahoma comprehensive annual financial report in compliance with governmental accounting standards; co-audit manager on the first Oklahoma state-wide compliance audit of federal funds, known as the Single Audit; and financial team lead on the implementation of two state-wide accounting systems.
Ms. Bolander is a Certified Public Accountant. Throughout her career she has presented numerous technical workshops and has served in leadership positions with various professional organizations. She is a graduate of Southwestern Oklahoma State University.

HR Director -- Kristin Griffin
The Human Resources Director for the Office of State Finance manages several service agreements to provide varying levels of Human Resources support to other state and education agencies while providing full HR Support to the Office of State Finance. The Human Resources Office currently services seven agencies and processes payroll for approximately 325 staff.
Ms. Griffin has 15 years of public sector Human Resources experience and spent time at the Oklahoma Department of Human Services as well as the Oklahoma Health Care Authority before coming to the Office of State Finance. She has been involved in the start up of a new agency, in the complete revamping of the classification and compensation program in another and was in the first group to use the State's PeopleSoft system for processing payroll in 2004. She has served on the Board of Directors for the Oklahoma Public Human Resources Association since July 2005 and is the FY2008 Association President. |
