Director -- Preston Doerflinger
Mr. Doerflinger has had to utilize all his organizational skills and business experience since Governor Mary Fallin appointed him director of the Office of State Finance and Secretary of Finance and Revenue on Jan. 19, 2011. Mr. Doerflinger, 39, came to state government after 2 years as the elected city auditor of Tulsa, where he oversaw the city’s Management Review Office and implemented a series of government modernization initiatives. Prior to that, he founded several health care and supply companies and was chief executive officer of PLD Management, a business consulting and investment firm. Mr. Doerflinger has a bachelor's degree in organizational leadership from Southern Nazarene University. He and his wife, Jill, have a son, Kros. As OSF director, Mr. Doerflinger leads an agency that helps develop the governor's annual budget and performs a myriad of accounting, monitoring and budgeting functions that are essential to keeping state government's fiscal house in order. He oversees OSF's role as the chief information agency for the state, presenting information on the state's financial condition to the media, bond rating agencies and elected officials. The OSF director is the official designated in statute to trigger agency budget cuts to comply with the Oklahoma Constitution's Budget-Balancing Amendment. In 2011, the administrative responsibilities of the OSF were greatly expanded by a new law consolidating four other important agencies into the OSF. They are the Office of Personnel Management, the Department of Central Services, the Oklahoma State and Education Employee Group Insurance Board and the Employee’s Benefit Council. A separate law consolidated most information technology services into the OSF's Information Services Division, where they are under the control of Alex Pettit, the state's chief information officer. Gov. Fallin says Doerflinger "has the right combination of experience, skills and determination to meet the new challenges of the OSF as our administration seeks to make state government more efficient and accountable." |

Chief Information Officer -- Alex Pettit Other key responsibilities include:
Mr. Pettit has global industry, government and Big 4 consulting experience, and is a recognized leader in Enterprise Architecture. He has directed both industry and consulting organizations in diverse roles as a chief technology officer, vice president and BCP service line leader, senior manager and regional director of technology and telecommunications. Mr. Pettit has received the Best of Texas Award for IT Leadership, the Public Technology Institute IT Leadership Award and the Society for Information Management IT Executive of the Year Award for his leadership. In addition, Mr. Pettit is a published author on IT Leadership in Studies in E-Government, Government Technology Magazine, Texas Technology Magazine, the Journal for Enterprise Architecture and most recently, the SIM Guide to Enterprise Architecture (2009). He is certified by the Disaster Recovery Institute International as a Certified Business Continuity Professional (CBCP). In addition, he holds certifications with Novell, Filenet, Sun Systems and IBM. |

Deputy Director of Budget and Policy -- Brandy Manek The Director of Budget and Policy assists the Director of State Finance in developing policy on fiscal issues to ensure consistency with the Governor’s platforms and goals. To that end, the Director of Budget and Policy also monitors and provides input regarding legislation that affects the State Budget and helps to manage the implementation of that legislation. Ms. Manek is a graduate of Oklahoma State University, with a bachelor’s degree in business administration and major in accounting. She has served in the Office of State Finance Budget Division under 3 Governors and 6 OSF directors. Her past experience includes the roles of budget analyst for the subject areas of commerce, human services and general government, as well as budget coordinator and state budget director. |

State Comptroller -- Brenda Bolander
Ms. Bolander began her state career with the Oklahoma State Auditor and Inspector’s office where she audited and provided technical assistance to county offices and state agencies for more than nine years. Other experience includes serving as comptroller of a state agency with a $100+ million budget, compliance officer and internal auditor for the state treasurer, comptroller of a small college, and as a business manager for a physicians practice with one of the largest healthcare providers in Oklahoma. Significant work includes advancing the basis of the early state-wide financial audit and then some years later leading the team that prepared the first State of Oklahoma comprehensive annual financial report in compliance with governmental accounting standards; co-audit manager on the first Oklahoma state-wide compliance audit of federal funds, known as the Single Audit; and financial team lead on the implementation of two state-wide accounting systems. Ms. Bolander is a Certified Public Accountant. Throughout her career she has presented numerous technical workshops and has served in leadership positions with various professional organizations. She is a graduate of Southwestern Oklahoma State University. |

HR Director -- Lucinda Meltabarger The Human Resources Director for the Office of State Finance is responsible for the direction, coordination, and management of all phases of a diverse multi-functional human resources management program. Key responsibilities include:
Ms. Meltabarger received her bachelor's and master's degrees in Business Administration from Oklahoma City University. For more than 10 years she has worked in the public sector human resources field for the State of Oklahoma. Ms. Meltabarger has worked extensively in personnel development and presents training to all levels of employees in a variety of workplace topics. |
