The Office of State Finance Information Services Division is seeking a Procurement Specialist.  This is a full time position in STATE GOVERNMENT and will be eligible for a generous total rewards package. POSITION PURPOSE


The purpose of this position is to procure products, services and technology resources at the best overall cost.  The position requires an individual knowledgeable in overall procurement, procedures and processes.  The position reviews agency strategic information technology and telecommunication plans and determines if requests for procurement of information technology and telecommunication are included in the strategic plan; therefore, knowledge of procurement related to the installation, and maintenance of computer hardware and components, personal computers, servers, software, data and voice communications equipment and services, and supplies is important.

 


 PRINCIPAL ACTIVITIES


• Administer approved contracts for all types of products and services including information technology equipment, software, communications equipment, personal computers, servers, forms and supplies.

• Process purchasing requisitions and prepare bid specifications and contracts for the OSF and supported agencies.

• Responsible for timely and cost effective acquisition of products and services including information technology hardware and components, data communications equipment and all software.

• Work with Central Services, vendors, project managers, and project integrators to identify and procure needed information technology resources.
• Interface closely with the agency’s Budget and Accounting Divisions to coordinate and manage Information Services Division (ISD) budget and expenditures.
• Recommend actions for expense control of information technology resources.
• Maintain information technology and telecommunication equipment asset records for all State Agencies.
• Work with ISD department management to assist in the development and maintenance of the ISD business continuity and disaster recovery plans.
• Review the strategic information technology and telecommunication plans submitted by State Agencies.
• Assist in the preparation of the State Information Technology and Telecommunications Plan (ITTP).
• Review, verify in ITTP and approve all State Agencies’ information technology and telecommunication purchase requests.


PREFERRED MINIMUM QUALIFICATIONS


Bachelor’s degree in business administration or information technology or a closely related field, plus two years of experience involving contracting and purchasing for an agency or institution; or an equivalent combination of education and experience, substituting one year of technical experience in purchasing or in writing and/or reviewing purchase requisitions or specifications, for each year of the required education.

 

Preference may be given to applicants who possess the following:

• Preference may be given to candidates with experience in the use of PeopleSoft Procurement software.
• Preference may be given to Certified Purchasing Officers with demonstrated knowledge of state purchasing laws and regulations.
• Preference may be given to candidates experienced in competitive bidding procedures.
• Preference may be given to candidates with prior information technology and telecommunication procurement experience.
