The Office of State Finance Information Services Division is seeking a FINANCIAL REPORTING ANALYST (CPA I).  This is a full time position in STATE GOVERNMENT and will be eligible for a generous total rewards package. POSITION PURPOSE


The Financial Reporting Analyst is a highly-responsible position which reports to the Financial Reporting Supervisor in the Financial Reporting Unit (FRU).  The FRU is charged with the complete accumulation, compilation and presentation of integral portions of the official annual financial report of the State of Oklahoma, known as the Comprehensive Annual Financial Report (CAFR).  The CAFR includes extensive written footnotes and explanatory information presented in accordance with authoritative and technical pronouncements which comprise the basis of generally accepted accounting principles (GAAP) for governments.  The Unit develops materials and training programs for other state agency accounting personnel that relate GAAP to the state's accounting policies and procedures in order to obtain the information required to complete the CAFR in a timely manner.

This position uses personal computer systems for word processing, spreadsheet and graphic software applications, to produce the requisite schedules, charts, graphs, financial statements and reports of the CAFR.  Knowledge of governmental accounting and an understanding of generally accepted accounting principles (GAAP) for governments is encouraged. Additionally, knowledge of integrated database systems, ERP systems, queries, and strong writing skills are beneficial.


 PRINCIPAL ACTIVITIES


Financial Reporting (CAFR) Preparation - under general direction will acquire and analyze automated accounting system information, component unit financial statements (audited and unaudited), state agency submitted GAAP conversion packages, and various types of financial, statistical and demographic information;  compile, write and edit assigned sections of the comprehensive annual financial report (CAFR) of the State of Oklahoma in accordance with GAAP

Research of Authoritative Pronouncements - involves research and review of pronouncements of authoritative bodies, responses to requests for comment and survey information, and determination of applicability of such issues to the State's financial reporting and accounting systems

Conversion Package Revision and Updates – manages the development and refinement of state agency submitted conversion packages which permits compilation of the CAFR, in response to changing reporting requirements.  Instructs and assists agencies with the completion of conversion packages

Accounting Policy Analysis - works with other DCAR personnel in the review and analysis of the State's accounting policies and procedures; make recommendations for appropriate changes; draft legislation when required.

State Auditor Liaison – assists the State Auditor & Inspector agency personnel relating to their audit of the annual CAFR
Ad hoc Reporting as assigned - such reports may include in-depth analysis of various funds and accounts or current accounting trends


PREFERRED MINIMUM QUALIFICATIONS


Candidates must be a Certified Public Accountant, with at least one (1) year of experience in an accounting or financial reporting environment.  Must possess strong analytical, communication and personal computer skills, and must be a team-oriented person. 

PREFERENCE may be given to those candidates with governmental accounting experience and understanding of generally accepted accounting principles for governments.  Preference may be given to those candidates with experience working with general ledger and ERP systems
