The Office of State Finance Information Services Division is seeking a Contracts & Procurement Manager. This is a full time position in STATE GOVERNMENT and will be eligible for a generous total rewards package. POSITION PURPOSE


The purpose of this position is to manage the procurement of office supplies, furniture, technology resources and negotiate terms and conditions that protect the State’s interest at the best overall cost. The position requires an individual knowledgeable in procurement, installation, and maintenance of computer hardware and components, personal computers, servers, software, data and voice communications equipment and services, and supplies. Also, experienced in negotiating contracts for information technology hardware, software, services, and disaster recovery and business interruption. A complete understanding of technical principles, theories, concepts and technologies; and legal contract requirements is required..


 PRINCIPAL ACTIVITIES


• Negotiate contract provisions and administer approved contracts for all information technology equipment, software, communications equipment, personal computers, servers, forms and supplies.
• Responsible for the cost effective acquisition of information technology hardware and components, data communications equipment, all software, furniture and supplies.
• Work with Central Services, vendors, project managers, project integrators and legal experts to identify and procure needed information technology resources.
• Work with Central Services in negotiating statewide contracts to minimize and control cost for information technology resources.
• Interface closely with the agency’s Budget and Accounting Divisions to coordinate and manage Information Services Division (ISD) budget and expenditures.
• Establish capital planning guidelines and analyze capital expenditure requests for valid business purpose, and adherence to each agency’s strategy plan and approved budget.
• Recommend actions for expense control of information technology resources.
• Responsible for maintenance of equipment asset records and disaster recovery plans for all state agencies.
• Work with ISD department management to develop and maintain the ISD business continuity and disaster recovery plans.


PREFERRED MINIMUM QUALIFICATIONS


Bachelor’s Degree (B.A.); and at least five years professional-level experience in information technology, purchasing, contract negotiating, writing and editing, and business continuity planning and developing; or an equivalent combination of education and experience substituting one year of experience in Procurement, Contract Negotiations, Computer Science, Information Technology, or closely related field for each required year of education.

Preference may be given to applicants who possess the following:

• Persons with at least 3 years of experience procuring technology and/or telecommunications hardware, software, maintenance and consulting services.
 •Persons with demonstrated contract negotiating experience.
• Persons designated an Oklahoma Certified Procurement Officer (CPO).
