The Office of State Finance Information Services Division is seeking a Chief Technology Officer. This is a full time position in STATE GOVERNMENT and will be eligible for a generous total rewards package. POSITION PURPOSE


The purpose of this position is to provide daily management and leadership for the various departments of the Information Services Division (ISD) of the Office of State Finance. The position will report directly to the Director of ISD and will work closely with all members of the Office of State Finance Management Team. The primary responsibilities include overall strategic and technical management of the Information Services Division which focuses on customer service, value-added initiatives, technologies, processes, policies and procedures. This includes planning, organizing, developing, budgeting, coordinating, managing, supervising and controlling the operations of ISD and advising the Director of ISD. This position requires an individual with strong interpersonal skills, proven effective management experience and knowledge of the following: business processes, financial management, project management, current technologies and information security. This position will be responsible for information technology and will insure adherence to the State’s minimum mandatory standards for information systems planning, systems development, methodology, documentation, equipment requirements and systems compatibility, software and equipment acquisition, information security, contingency planning and disaster recovery. This position will ensure compliance with state and federal regulations and agency policies and procedures. A complete understanding of technical principles, theories, concepts and technologies is required.


 PRINCIPAL ACTIVITIES


• In coordination with the Director of ISD design, implement and maintain an organization structure and skill sets appropriate for ISD that meets commitments and is cost effective.

• Plan, coordinate and supervise the daily operation of the division through consultation with line managers.

• Facilitate effective communication and synergistic relationships both within the Division and with the Division’s external customers and stakeholders.
• Attract, retain and develop a highly skilled and talented staff to enable effective IT support services for Oklahoma state agencies.
• Provide leadership and guidance in the establishment of technology systems and development of priorities for ISD and the State.
• Assess IT support architectures, acquisition, license management, security, policies and advise the Director of ISD on IT strategic planning issues.
• Provide leadership in identifying and advancing emerging technologies for the selection, acquisition, development, installation, maintenance and support of the statewide infrastructure.
• Develop and maintain within ISD a customer focus and orientation. Ensure that all IT initiatives have clear business goals and success metrics.
• Develop the annual ISD budget and recommend policies and practices to reduce expenditures to the Director of ISD while maintaining and/or improving quality of service provision.


MINIMUM QUALIFICATIONS


Bachelor’s Degree plus six years management experience in business, information technology, security, systems analysis and development, public sector IT or related area. 

Preference may be given to applicants who possess the following:

MBA or equivalent, and/or substantive experience within the information technology field as a senior manager in diverse environments(s).
