Sample Emergency Management Operations Plan (EOP) for cities and counties
The July 2006 update to the "Master County EOP" includes changes to the Evacuation Annex E which adds additional information on planning and notification considerations highlighted by Senator Corn's Senate Bill 1709, May 2006. The update also includes a new Intrastate Mutual Aid Annex S which details Representative Duncan’s House Bill 2585, May 2006 that creates the Oklahoma Intrastate Mutual Aid Compact and a recommended Mutual Aid request form. The plan provides references and information on the National Incident Command System and the Incident Command System which has been legislated, by HB 2585, to be the standard for Oklahoma. This sample emergency operations plan is a guide for counties, cities, and towns to follow when developing their own plan. All 77 counties have developed emergency operations plans using this standard and most cities and towns have adapted their county plan for their own plan. The "Master County EOP" was developed by the Oklahoma Department of Emergency Management from actual experience and incorporates suggestions from the Federal Emergency Management Agency's (FEMA) State and Local Guide 101, dated September 1996.
