FY 2008 Pre-Disaster Mitigation Grant Program

The FY 08 Pre-Disaster Mitigation (PDM) Grant Program opens today, October 31, 2007, with applications submitted through E-Grants at https://portal.fema.gov, no later than January 31, 2008.  Linked for your attention are the following pertinent documents related to this year's program:

Please distribute this information to your local communities, counties, Tribes, universities and other eligible sub-applicants to ensure that they are aware of this grant program. 

Congress appropriated $100 million for competitive grants, technical assistance, and program support for the FY 2008 PDM Program, which for FY 2008 is subject to Section 203(f) of the Stafford Act.  Accordingly, each State (including territories) will receive no less than $500,000 provided the State submits sub-applications for at least that amount that meet all the eligibility requirements of the program as stated in this guidance.  All remaining eligible sub-applications will compete nationally for the remaining PDM funds.  In no case shall the amount of FY 2008 PDM funds awarded within one State exceed $15 million. 

There is no limit to the number of applications States can submit during the application period in FY 2008.  All eligible sub-applications will be forwarded and reviewed during the National Ranking process.  The Technical Review will be conducted after the National Evaluation for the highest scored project sub-applications to ensure cost-effectiveness and engineering feasibility.
