Individual Assistance Division
The Individual Assistance mission concentrates on the welfare of people and animals affected by disasters.
Since most of our disasters do not meet the federal disaster criteria, Individual Assistance coordinates existing and available state programs with local communities.
The state has no monies allocated for individual/family disaster recovery. However, we activate and coordinate assistance from various state agencies, as well as OKVOAD and private businesses.
OKVOAD is an umbrella agency whose purpose (Oklahoma Voluntary Organizations Active in Disasters) is to bring together organizations to foster more effective response to the people of Oklahoma in times of disaster. OKVOAD agencies are The American Red Cross, The Salvation Army, Food banks, volunteer centers and most of the faith-based groups who have disaster work as part of their mission.

OEM-IA works closely with these agencies to avoid duplication, conflict and to allow the greatest amount of services to the greatest amount of Oklahoma residents.
When a disaster is federally declared, OEM-IA administrates the Individual/household program, Crisis Counseling grant, Community Services program, Disaster Service Centers and the donation management program for unsolicited donations.
OEM-IA coordinates with the Dept. of Health in their planning regarding the Strategic National Stockpile and dispensing plans coordination, as well as the Dept. of Mental Health on their disaster planning committee and writing of the State Plan for Mental health assistance in disaster.
OEM-IA coordinates with the State Department of Agriculture for relief and recovery efforts involving livestock and exotic animals as well as the Humane Society and local animal welfare groups to assist with relief and recovery efforts for pets involved in disasters.
