an emergency occurs, OEM must evaluate the potential for a State
declared emergency and the need for Federal emergency and disaster
assistance. This evaluation includes coordinating any necessary
emergency public information and alert procedures, providing situation
reports as required, conducting preliminary damage assessments and
providing technical assistance in preparing recommendations on requests
by the Governor for major Federal disaster and emergency assistance
from the President of the United States. When an emergency exceeds the
capacity of local government, they request the assistance of the state
through OEM. If an emergency exceeds the capacity of OEM, aid is
requested from the president through the Federal Emergency Management
Agency (FEMA). Following a State or Federal emergency or disaster
declaration, departmental staff is responsible for implementing
procedures to provide for the quick and efficient delivery of state and
federal aid to persons affected by the emergency or disaster. The
functions performed by OEM staff in support of this mission include but
are not limited to, coordination with the Federal Emergency Management
Agency (FEMA) for field response to Presidentially declared major
disasters or emergencies, preparing the FEMA-State Disaster Assistance
Agreement, providing appropriate directives and guidelines, sufficient
staff, and logistical support to carry out the state government
responsibilities including directing other State agencies and
coordinating efforts of Federal Agencies brought in by FEMA to aid in
the recovery. This includes but is not limited to coordinating the
disaster relief efforts of Federal, State, local, volunteer, and
private organizations, providing disaster relief advice, guidance, and
technical assistance in establishing Disaster Recovery Centers, and
conducting liaison, information, and outreach efforts, administering
individual assistance programs, administering public assistance
programs and post disaster mitigation projects. |
