General Information
State Surplus administers the Oklahoma State Recycling and Recycled Materials Procurement Act (OSRRMPA) [74 O.S.
§85.50 et seq.] OSRRMPA mandates that "(DCS) shall coordinate recycling efforts among the state public entities.
DCS
outsourced recycling through a competitively bid contract that applies only to DCS state office buildings in the Capitol Complex and Tulsa. State public entities located outside the Capitol Complex and Tulsa State Office Buildings must establish individual recycling programs through similar contracts. Facilities Services makes available Paper Recycling Specifications (Recycling - Form 003) to assist public entities with the development of a recycling program or recycling contract.

Agencies must file an annual report that compiles the results of its recycling program for the fiscal year with DCS/State Surplus. The Annual Recycled Materials Report (
Recycling - Form 001) shall be submitted no later than November 1st each year. To assist DCS with coordination of the statewide recycling program, each agency is required to appoint a "Recyclable Materials Coordinator" who acts as the primary contact between the agency and DCS in matters related to recycling. Appointment of the coordinator or updating new information for an existing coordinator shall be submitted to DCS/State Surplus on the Recyclable Materials Coordinator Registration form (Recycling - Form 002).

Each year, DCS compiles the recycling information filed by state public entities and files a report by January 15th with the Governor, Senate President Pro Tempore and Speaker of the House of Representatives.
