ABOUT CONSTRUCTION AND PROPERTIES

General Information
The Construction and Properties division (CAP) is responsible for design and construction of State facilities and has authority to contract for design & construction services (61 O.S.) . The Director of Central Services appoints a State Construction Administrator (SCA) by statute as the administrator of CAP. The SCA sets policies and procedures as required by Statute and directs a team of professionals to assist State Agencies in achieving their construction goals.

Regulatory Services
CAP assists State Agencies with design, bidding and construction services as outlined in Title 61, and according to the Rules promulgated by DCS.

For projects expected to be over $50,000 CAP is required by statute to advertise and bid the project.  For construction projects less than or equal to $50,000.00 State Agencies may collect three letterhead bids from contractors and submit to CAP for contract award. For minor repair work or minor maintenance less than $2,500.00 the agency may negotiate with a qualified contractor and is not required to go through CAP to enter into a contract and issue a purchase order.

CAP is also mandated to administer the process for the selection of design consultants (architects and engineers) and construction managers. A registry of consultants is maintained at the CAP office for distribution to State (using) agencies. In addition, CAP maintains a registration of contractors and provides bidding and contract award services. The State Construction Administrator signs all contracts for design and construction on behalf of the State and provides basic construction inspection as prescribed by law.
