Mission
Procure and administer design, construction and maintenance services to effectively support the facility needs of State Agencies.

General Information
Construction and Properties (CAP) believes that the design and construction process for public buildings merits extraordinary attention by all parties involved. Public facilities should be designed to meet the user's needs and constructed in a way that maximizes efficiency, while achieving predictable energy and long term maintenance costs. Realistic budgets and schedules must be accurately established and the project must be built on time, according to the plans and specifications, within the stated budget. Finally, each completed project should instill a sense of delight in the using public.

To achieve excellence in design and construction, CAP is implementing a broad initiative to expand and enhance our design and construction services. In addition to the core services offered to State (using) agencies, as defined in Title 61, CAP offers pre-design programming, feasibility studies, cost estimating, detailed document review, program management and comprehensive construction administration. These services, available as appropriate for a specific project's complexity, are designed to ensure that the building program meets the needs of the user, matches those needs with a realistic budget and the resources are in place to design and construct a quality product.
