I would like to nominate Jeff for his continued excellence as our Perc coordinator, he has volunteered twice now. As member of the Perc committee for the past 2 terms, Jeff Watson has upheld amazing standards of professionalism, conscientiousness, and enjoyment in his work with the committee. Not only is he prompt and reliable in performing his duties as treasurer, he goes beyond his job description in many ways. When we recently had a team member experience a tragic family loss Jeff, was one of the first to step up to the plate to organize and orchestrate a plan to help the team members family by strategically planning ways to monetarily help the family In addition to his work on the Perc committee Jeff also brings a professional and upbeat attitude in regard to his regular duties. He makes sure that tasks assigned are done in a thorough manner. With his extensive experience in construction related fields he certainly is a great asset to our team. Jeff contributes greatly to the overall morale of the Central Maintenance shop with his good humor and positive attitude. |

Since the retirement of one of the leaders in the print plant. Pam has jumped in feet first to help out. Preparing the press personnel for each day for the job that need to print. She has always shown that she is capable of doing whatever she sets her mind on. She is now the first here in the morning and one of the last to leave at the end of the day. A great work ethic along with a positive attitude has enhanced her performance as a leader. |

When T.O. Bowman signed on to be the Sustainability Awareness Coordinator for the Office of Facilities Management at DCS, I'm sure he had no idea how much that title would come to encompass. T.O. began his job of bringing awareness to OFM's energy efficiency efforts through designing and publishing quarterly e-newsletters and a building a constantly evolving and comprehensive website. It quickly became apparent that T.O.'s creativity and proficiency in writing and editing were not the only skills he could bring to the table. His commitment to excellence, professionalism, and leadership qualified him to take on additional projects such as implementing the Facilities' water conservation plan, a major phase of the DCS Energy Management Program, which covers over 2.2 million square feet of buildings and landscape. T.O. brings recognition to OFM and all of DCS by writing press releases, nominating OFM and DCS for energy efficiency awards and recognition, and being involved in committees and workgroups such as the Oklahoma Environmental Education Coordinating Committee (OKEECC), and the OKC Sustainability Demo Center Board. The Facilities Division would not be the same without T.O.'s dedication and cooperation, as well as his quick wit and contributions to the overall morale and team-oriented environment. |

In addition to her responsibilities as the State of Oklahoma Alternative Fuels Administrator, Brandy was assigned the responsibility to manage the Fleet Managements Daily Rental Facility in FY09. In her capacity as State Alternative Fuels Administrator, she has overseen an increase in Certified Technicians of more than 75% in FY10. She travels across the state to administer certification tests in order to facilitate the growth of the program. She has begun a project with ok.gov to permit supervised online testing and certification renewals. She actively promotes the Alternative Fuels Vehicle program by soliciting agencies and encouraging them to use Fleet Managements Alternative Fuel fleet vehicles. In her capacity as Daily Rental Manager, she has increased the available fleet by 30%. She has recently been commended by the University of Central Oklahoma Director of Purchasing as "a dynamic employee…reminded me there are still people out there who believe in customer service and jump through hoops to make sure they offer it." |

He goes beyond fixing my problems by explaining that I need to know about what I am working with. He never treats me like a burden. He is always so professional and pleasant to work with. I was very nervous about having my first conference event. With his help, it went smoothly and was much less stressful for me. I think he is a great ambassador for his department and DCS. |

Carie Carman has been an outstanding employee in State Leasing. State Leasing has been a 3-person office with the help of temporary staff for the past several years answering the telephone, opening and logging in the mail, filing, and scanning. Since August of this year, State Leasing has been unable to hire help and Carie has done the duties of both jobs. Carie's work plate is always full, never a dull moment; however, Carie does not complain and is eager to get the job done. Carie has been the lead in developing and loading our information into the new Facility Services database system which will give our agency better and more accurate information and reporting. Carie has put in over 500 hours into entering existing leasing data. She has learned the data base system and has become a subject matter expert. Carie has received praises from other state agencies on her professional manner and in her experience enabling her to help people with PeopleSoft questions. Carie exceeds the standard in business correspondence and editing, professional manner, and appearance. Carie arrives for work on time and does not abuse her leave. For all these reasons I nominate Carie Carman for Employee of the Quarter. |

Kyle’s initiative and quick learning has assisted him in moving up in the organization to become one of the best trainers and teachers of the new Facilities Management CMMS program. Kyle operates the program with professionalism and is quick to lend a hand to anyone who asks for training in the program. Kyle also took it upon himself to set up a training schedule to provide follow up training that was given in the past. Kyle assists the program administrator daily with suggestions and better ways to improve and simplify the operations. Kyle looks forward to the challenges of the program and works extremely hard to make sure that the work requests coming in are assigned and handled quickly. The program will soon be going live throughout the complex and the number of request and scheduled PM will keep Kyle very busy. Kyle is a dependable young man that is certainly worthy of consideration for employee of the quarter, The CMMS program would not be as far along as it is without his assistance. |

About two years ago, the OK Military Department (OMD) launched the largest surge of construction in the history of the OK National Guard for the design and construction of 4 Armed Forces Reserve Centers valued at approximately $200 million dollars. OMD presented DCS/CAP a request to utilize the Design-Build construction-contracting delivery method because of contract execution limitations tied to federal funds for these projects. The Design-Build method had only been used once before by the State for the Capitol Dome construction project so the CAP staff had limited experience with administering Design-Build contracts. After about 3 months of preliminary administrative preparation involving rules, processes, contracts and method, David got things rolling and very quickly gained the confidence and respect of the using agency partners by demonstrating a very professional work ethic along with his ability to listen with an open mind and the tenacity to stick with and solve numerous complex problems. He committed himself into the process of blending new and novel ideas and methods with the established State statutes and rules, which ultimately led to successfully awarding all 4 projects to 3 different nationally acclaimed design-build construction firms. |

Regardless of his work load, Jack is the first to step in to assist where and when help is needed. He is dedicated to his position and goes out of his way to take care of RM's customers across the entire State. Most recently, Jack, in between several property loss investigations, managed RM's expansion into new quarters. His efforts saved the Division well over $10,000, and the move and redesign was accomplished to everyone's satisfaction. We need to also mention that Jack is the official, or unofficial, you select the option best fitting your belief, photographer for DCS. His results in this area can be seen and judged by each and every member of DCS. RM believes the results to be superior. |

Carol has worked for this agency for several years. She has worked in several different areas of DCS and is always willing to help anyone and everyone who has a question, including those with history questions about how things were handled in DCS in the past. During the past quarter Carol went above and beyond the call to duty by helping to pick up work in the OCIA unit when a co-worker left and when another co-worker was out due to an extended family illness. In addition, recently Carol had a serious heart condition that required immediate surgery. She came into work to insure that all of here task were done and that others would not have to do it. She worked up until the last minute despite her discomfort and difficult physical problems. She had to be run out of the office to go to her doctors' office. She then had surgery the very next morning. She performed all of her duties while coordinating her personal affairs of taking care of her two grandchildren that she is raising. After the surgery, she could have stayed out for an extended length of time but returned within a few weeks. Her dedication is a shining example to all of us what caring for her job and fellow DCS employees is all about. |

Lisa was asked to assist in the operations of Oklahoma Emergency Management during the time of Hurricane Gustav as it played out its life striking the Louisiana coast and sending several thousand refugees to other parts of the United States for a period of time. Lisa worked over 65 hours with Emergency Management assisting them including a holiday, weekend, and evenings, while maintaining her current work assignments in Central Purchasing. Lisa is an example of good "customer service" utilizing her talents to assist another state agency at a time when the need is there to assist others. |

Always willing to help; goes far beyond her job description; her work efforts need to be recognized; ends up helping all areas if needed; willing to take on work that will require her to learn something new to complete; always there when you need her. Vicki has recently taken another position in Central Purchasing replacing Gretta Lee as an Administrative Programs Officer handling vendor complaints, assisting Kathy Cox with the CPO program, and assisting Gretta Lee with the State Purchase Card Program. During this transition she is still assisting the contracting officers from her previous position as a Contracting Assistant until the position could be filled. |

Owen has been working for the State Leasing office for 12 months and has shown strengths in customer service, teamwork, achievement and dependability. Owen is on time. Never calls in sick. Wants to work, I have to make him go home. Agencies compliment about how nice Owen is and how willing he is to help them. Owen strives to do a perfect job. Owen is very responsible and is capable of handling difficult tasks. Owen's interest in working hard has been a tremendous help as it has allowed me to get more work done to satisfy the customer. |

Doyle was assigned the task of clearing out surplUS equipment left from the former Asbestos crew, in the DCS Warehouse. He supervised a crew of Galt Temporary employees to clean up, transfer equipment, and material to State Surplus. Many items were sold by computer on-line auction. Doyle acted as freight manager, as he made sure the customers paid receipts from on-line purchases matched inventory, to what the customers picked up. Doyle supervised the Galt Temporary Crew in the erection of several chain link fence storage areas inside the DCS Warehouse. Doyle has completed the above additional job tasks, while in his spare time, he kept up and satisfied the maintenance request from the tenants of Denver Davidson Building. Jobs well done. |

During her first summer at DCS Terry organized a team of twelve to conduct an audit of all state agency owned vehicles. This audit was completed in a timely manner and met all requirements outlines by the State Auditor’s office. She designed a database for the entire state inventory and reviewed all information submitted. She has been the lead on organizing the Motor Vehicle Advisory Council formed for all agencies who own motor vehicles to collectively develop statewide uniform standards for their operations, identified the committees necessary, assigned members from all agencies, and collected the results. Terry has also been the lead for the implementation of our new fleet software package. The data migration promised by the vendor has been the development of spreadsheets from our old database by Terry and our ISD Dept. She has spent countless hours with no lunch or breaks during the transition period. Terry has outstanding computer skills, and is always available to help anyone in the Division with spreadsheets or other functions. |

Since Interagency Mail's postal supervisor retired in February, Tim Harvey has stepped in during this time of transition and has been taken on the responsibilities of the daily, weekly and monthly reports as well as billing. He has done this without neglecting his normal duties and with a great "no problem" attitude. One of the IA Mail couriers needed to take time off during spring break. Again we went to Tim for help. He learned the route in one day and has been doing a splendid job since. Tim is always pleasant and helpful, constantly looking to improve the process, striving to learn all he can, and is a great asset to Central Printing/IA Mail and DCS as a whole. |

On Christmas Eve, Doug was called out to the Mansion to respond to a problem with the heating boiler not providing any heat to the First Family. Realizing that he could not get the motor fixed until after Christmas, he called a local vendor and purchased 12 portable heaters plus making sure the motor installed in a timely manner |

In the last quarter, Jeni has overseen CAP’s commitment to cut processing time of Pay Apps to 5 days. In 2 ½ months Jeni has seen the percentage of on-time payments improve by almost 25% with 0 over 15 days for Sept. She has independently taken the initiative of finding out the details of the move by the Post Office and has proposed a viable solution so that it doesn’t adversely impact CAP or Facilities. Jeni quietly takes on an additional workload in the event that a co-worker is absent and never skips a beat as seen earlier in the year when her supervisor was off work for 2 months. If anyone at all has a problem, she's the first one to help. She organizes the monthly birthday luncheons for CAP and FS; as well as serves on, and works tirelessly for, the PERC committee. As an employee who consistently goes above and beyond her realm of responsibility, and a person who is always cheerful and positive, Jeni is located in the heart of the CAP office in more ways than one. |

Central Printing would like to nominate David Howard, Press Operator for CP as Employee of the Quarter. David has worked for CP for ten years, and currently produces most of the full color, complicated printing for Central Printing. This being an election year, CP is responsible for printing the final results of the candidates filing for office to the Election Board. The job order for this book is provided to CP at 10:00 pm the evening after it's deadline. Printing occurs overnight, and the results are due no later than 12 noon the following day. Arrangements had been made for the printing of this book, and David was one of the team members. Two days prior to the printing of the book, David had a death in the family and the services were to be held the same day as the printing. David, knowing how important the job was, and knowing how desperate he was needed to meet the critical deadline, still reported to work at 11pm the same evening of the funeral to fulfill his part. Without David's teamwork, CP would not have been able to meet the deadline. For this type of dedications to a team, CP believes David should be Employee of the Second Quarter. |

I felt he deserved recognition for the contributions he made while with Central Printing/IA Mail. I am not alone in appreciating Jason’s great work ethic and helpful attitude; he received the majority of the Employee of the Quarter nominations from his peers as well. Here are some of the ways Jason’s co-workers describe him; Very courteous, quick to learn, reliable, always ready to lend a helping hand, friendly, dependable, always early, smiles while doing his job. Tina had leave scheduled for two days in September. When Hurricane Katrina did so much damage to the State of Louisiana many agencies were called in to help them out. Two of the agencies from Oklahoma, the Military Department and the Health Department were called. In order to get things quickly, they needed to order additional P/Cards. Tina came in on the 1st day and worked the afternoon to get the Military Department taken care of. Tina came in on the 2nd afternoon and waited at least 3 hours for the Health Department to deliver paperwork in order for Tina to do her part with the P/Cards. She is always ready to do whatever she needs to do in order to help out state agencies. For Tina to volunteer to come in the office on her scheduled days off is truly going the extra mile. |

With the retirement of Jean Fraley, Theresa has filled two positions to assist Risk Management in keeping up with its workload. While successfully filling these two roles, she has maintained her exceptional level of customer service for Risk Management’s Fire District Program and was instrumental in enabling the Risk Management team to deliver to the Fire Districts an insurance renewal with savings of over 20%. In addition, Theresa is assisting in educating Risk Management’s new Manager of Administration and Underwriting, a position to which Theresa will report in the future. Always a dependable team player, Theresa volunteers to assist others. Going beyond expectation, Theresa obtained her CPO certification late last year in order to prepare her for future opportunities. Theresa’s attitude and hard work make her a model for others to follow. The Risk Management team elected Theresa as its Employee of the Quarter and is proud to nominate her for DCS’s Employee of the Quarter. She deserves the honor. |

Amber Ezekiel began as a Galt temporary employee working in Accounts Receivable. Amber was encouraged to apply for a permanent position at DCS because she excelled in every duty she was asked to perform. Amber became a full-time employee in Accounts Payable in October 2003. While transitioning to the CORE PeopleSoft Financial systems, Amber not only learned to operate both the old and new financial systems, she quickly became one of the most knowledgeable persons for these systems. Amber is probably one of the few persons in state government with a broad knowledge of the interrelationships of the new Accounts Payable, Procurement and General Ledger systems. Her work ethic and ability to sort out what is relevant and more importantly, what is not, is exceptional. She has become the "go to" person for many highly visible special projects. When division personnel have questions about invoices or their purchase orders, most often it is Amber they seek out. Amber is always customer oriented and wants very much to please everyone and help them resolve their problem. If Amber has a fault, it is that she sometimes wants to take on too much. All of this would be quite amazing for even a 20-year employee, except that Amber has less than two years experience, with little formal training. |

Mike has always shown exceptional auto mechanical skills and volunteers routinely to complete problematic repairs in our garage. In spite of no hope for a promotion during the current budget crunch he stepped up and took leadership of a team assigned the task of preparing 79 GSA vehicles to be issued to state agencies. Each vehicle requires an extensive assessment of mechanical reliability to assure they each meet our division standards. His leadership and dedication and his organization skills inspired the group and insured meeting the deadline of issuing these vehicles within a 3-month period - in addition to doing daily business in the garage. The savings to state agencies leasing these 79 vehicles is estimated to be $6 million in FY 2010. Revenue to Fleet will be at least $426,600.00 per year. We plan to obtain and lease at least 100 more vehicles using this program (more $$ for DCS). |

Gary does an excellent job in processing payroll for DCS each month. Most employees do not recognize the extra effort that Gary goes through to make sure everyone is paid on time. Gary should be recognized for his continuous effort and his demand for excellence from the OSF and the Core Payroll personnel. |

Doyle took his crew to the State Warehouse and took down & rebuilt metal shelving, to move file boxes for Central Purchasing into another area. Doyle and his crew worked this last week or so in the hottest, dirtiest place there was, until now. Doyle and his crew took it on themselves to sweep & hosed down the floors at the warehouse. (It's at least not as dusty as it was before.) They have moved thousands of file boxes from one area the other. They have torn down metal fencing along with the shelving to make one area for all those files. The working conditions that he has been in over at the warehouse have been less than ideal. It's the hottest & dirtiest place to be in the summertime but Doyle and his crew have improved Central Purchasing's storage area for those files by a 1000 percent Doyle has done a wonderful job of arranging everything so we might actually find a file in a certain box over there. He was in there working just as hard, if not harder, than the guys he had with him. Thank you, Doyle for all your hard work and the leadership you have shown in completing a very difficult task that was assigned to you. |

Jimmy begins each day with a great attitude. He is pleasant to everyone, fellow employees as well as our customers. He meets every new task with a positive outlook. He has had to learn to navigate Microsoft Access databases, new spreadsheets, and reporting systems. His input helped develop some of those reporting systems. His observant review of the Fuelman reports has assisted FMD in identifying issues that, needed to be addressed. We count on Jimmy. He is in the office, on time, and ready to contribute every day. |

Janet has demonstrated exceptional leadership in CAP. She has assumed the duties of recently retired Nancy Boydston in addition to her own without complaint, and has taken on the role of training two new employees while continuing with her own duties. She has worked extra hours in order to meet deadlines, yet has still saved the time to volunteer for the PERC committee. |
